Resumen
El presente proyecto de innovación aborda la problemática del incremento de la
inseguridad ciudadana en el distrito de Los Olivos durante los años 2022-2023, debido al
limitado alcance de la inteligencia policial en la prevención de delitos contra el patrimonio.
Este fenómeno afecta la seguridad y la calidad de vida de la población; situación que es
generada por la falta de acciones preventivas de los órganos competentes del Estado.
Además del limitado alcance para la prevención de los delitos, la inteligencia policial
viene atravesando una serie de obstáculos como la insuficiencia de recursos humanos,
logísticos y la deficiencia en la planificación y estrategias de actividades de inteligencia para
la prevención del delito.
Estas limitaciones sumadas a la inexistencia de un trabajo articulado entre la
inteligencia policial y las acciones preventivas que realizan las comisarias del distrito de Los
Olivos, han afectado la capacidad operativa policial para la lucha contra la delincuencia, por
lo que los índices de victimización se han incrementado y con tendencia de continuar en esa
escalada, sino se adoptan nuevas estrategias para la lucha contra la delincuencia, sobre todo
en los delitos más recurrentes como son los robos y hurtos.
La inteligencia policial juega un rol importante en la prevención de los delitos, toda vez
que a través de información procesada se podría planificar de manera objetiva las
operaciones policiales destinadas a reducir la delincuencia. Es por ello que se presenta un
prototipo innovador para la prevención y lucha contra la delincuencia.
En esencia el prototipo se enfoca en la creación de una plataforma digital, que a través
del mismo se proporcione información puntal y relevante a los comisarios para la prevención
y lucha contra la delincuencia en el distrito de Los Olivos; de este modo el proyecto no solo
busca reducir la criminalidad en este distrito, sino también ofrecer un modelo replicable en
otras zonas del país.
This innovation project addresses the problem of increased public insecurity in the district of Los Olivos during the years 2022-2023, due to the limited scope of police intelligence in the prevention of property crimes. This phenomenon affects the safety and quality of life of the population, a situation that is caused by the lack of preventive actions by the competent state authorities. In addition to the limited scope for crime prevention, police intelligence has been going through a series of obstacles such as insufficient human and logistical resources and deficiency in the planning and strategies of intelligence activities for crime prevention. These limitations added to the lack of articulated work between police intelligence and preventive actions carried out by the police stations in the district of Los Olivos, have affected the police operational capacity to fight crime, so that victimization rates have increased and tend to continue escalating, unless new strategies are adopted to fight crime, especially in the most recurrent crimes such as robberies and thefts. Police intelligence plays an important role in crime prevention, since through processed information, police operations aimed at reducing crime can be planned objectively. This is why we present an innovative prototype for the prevention and fight against crime. In essence, the prototype focuses on the creation of a digital platform, which through it provides relevant information to the commissioners for the prevention and fight against crime in the district of Los Olivos; in this way, the project not only seeks to reduce crime in this district, but also to offer a replicable model in other areas of the country.
