Sistema de Planificación y Alerta de Posibles Fraccionamientos en Contrataciones Públicas - SIPLAF PERÚ, para enfrentar la prevalencia de contrataciones con riesgo de fraccionamiento en las contrataciones iguales o menores a 8 UIT en el Ministerio del Interior (2020)

Abstract
En el Perú existen diferentes tipos de contrataciones a cargo del estado, una de
ellas son las contrataciones iguales o menores a 8 UIT, en el caso particular del
Ministerio del Interior, se han podido advertir que, en el año 2020, las citadas
contrataciones ascienden a un total de S/. 41’023,358.29 aprox., de los cuales S/.
18’570,797.83 aprox., estarían contempladas en contrataciones con posibles riesgos de
fraccionamiento, un monto de S/. 5'232,456.83 aprox., corresponden a contrataciones
con personas jurídicas y un monto de S/. 13’338,341.00 aprox. con personas naturales.
Algunas de las causas identificadas fueron la minimización de los plazos de un
procedimiento de selección, desconocimiento en normativas legales, la inadecuada
planificación, posible direccionamiento y preponderancia de contratación de personas
naturales. Al respecto, se presenta el proyecto de innovación “Sistema de Planificación
y Alerta de Posibles Fraccionamiento en Contrataciones Públicas - SIPLAF PERÚ”, el
cual propone una plataforma web de un sistema integral sobre la gestión de las
contrataciones el cual abarca desde la planificación de las contrataciones, hasta el
cumplimiento de las obligaciones al contratista.
El sistema consta de 5 módulos, que se describen: i) Módulo de Gestión de
Planificación. ii) Módulo de Requerimientos. iii) Módulo de Gestión de Contrataciones.
iv) Módulo de Ejecución Contractual. v) Módulo de Tabla de Control. La metodología
efectuada en el proyecto de innovación es a través de análisis de base de datos y
entrevistas realizadas a diversos especialistas en contrataciones públicas, así como
funcionarios en la materia. Finalmente, se ha podido concluir que el presente proyecto
cuenta con resultados son positivos en el análisis de viabilidad y factibilidad,
seguidamente el análisis deseabilidad estaría siendo parte de las gestión política y
cultural de la Entidad.

Some of the causes identified were the minimization of the deadlines for a selection procedure, lack of knowledge of legal regulations, inadequate planning, possible direction and preponderance of hiring natural persons. In this regard, the innovation project "Planning and Alert System for Possible Fractionation in Public Contracting - SIPLAF PERU" is presented, which proposes a web platform for a comprehensive system on contracting management which ranges from the planning of contracts, until the fulfillment of the obligations to the contractor. The system consists of 5 modules, which are described: i) Planning Management Module. ii) Requirements Module. iii) Contract Management Module. iv) Contractual Execution Module. v) Control Table Module. The methodology carried out in the innovation project is through database analysis and interviews carried out with various specialists in public procurement, as well as officials in the field. Finally, it has been concluded that this project has positive results in the viability and feasibility analysis, then the desirability analysis would be part of the political and cultural management of the Entity.
