Programa ciencia abierta para enfrentar la ineficaz promoción de la investigación e innovación aplicada a intervenciones de política frente a problemas públicos por parte del CONCYTEC en el Perú, entre los años 2017 y 2019

Abstract
Actualmente, los Estados necesitan incrementar los esfuerzos para innovar y desarrollar
sus capacidades en materia de investigación, ciencia y tecnología para fortalecer las
políticas de solución frente a los principales problemas sociales y ambientales del país.
Diseñar nuevas intervenciones de la mano del desarrollo tecnológico y la investigación
aplicada, ayudaría a alcanzar los objetivos de Desarrollo Sostenible (ODS) a los que el
país se ha comprometido y mejorar la calidad de vida de los ciudadanos.
Entre los años 2017 y 2019 en el Perú, el presente trabajo identifica que existió una
ineficaz promoción de la investigación e innovación aplicada a intervenciones de política
frente a problemas públicos por parte del CONCYTEC en el Perú, entre los años 2017
y 2019. Esto en base a tres principales causas: a) la brecha de inversión, así como la
ineficiencia en la ejecución del presupuesto asignado; b) la deficiente articulación entre
actores públicos y privados; y, c) los deficientes planes y políticas en CTI acompañados,
además, de sistemas de evaluación del desempeño.
En este sentido, se identificó como desafío de innovación la pregunta de ¿Cómo
podemos mejorar la articulación entre los actores del ecosistema de CTI para que el
CONCYTEC logre una mayor eficacia en la promoción de soluciones de CTI aplicadas
a intervenciones de políticas en problemas públicos? Para dar respuesta, se plantea la
creación del Programa Ciencia Abierta, una política de promoción de la articulación de
los principales actores claves en el ecosistema de la Ciencia, Tecnología e Innovación,
fortaleciendo su ecosistema y relacionamiento, con especial énfasis en la relación entre
el sector público y la academia.
La metodología empleada incluye el análisis de la problemática a abordar, la
investigación en torno a sus causas, principales actores intervinientes, intercambio y
recolección de data cualitativa a través de entrevistas a expertos y análisis de
experiencias nacionales e internacionales sobre la materia.
Currently, the States need to increase their efforts to innovate and develop their capacities in matters of investigation, science and technology in order to strengthen the resolution policies against the major social and environmental issues of the country. The design of new interventions concerning technological development and applied research would help to achieve the Sustainable Development Goals (SDG) that the country has committed itself to and would help to improve the people's quality of life. Between 2017 and 2019 in Perú, this work identifies that there was an ineffective promotion of investigation and innovation applied to policy interventions against public issues by the CONCYTEC in Perú. This is based on three main causes: a) the investment gap, as well as the inefficiency in the execution of the assigned budget; b) the deficient joint between public and private actors; and, c) the deficient plans and policies in STI followed, besides, by performance assessment systems. In this sense, it was identified as an innovation challenge under the interrogative: how to improve the articulation between the actors of the STI ecosystem in order that the CONCYTEC achieves a greater efficiency in the promotion of STI solutions applied to interventions of policies in public issues. For answering this question, it arises as the creation of the Open Science Program (Programa Ciencia Abierta), a policy of promotion for the articulation of the main actors in the Science, Technology and Innovation ecosystem, by strengthening the ecosystem and relationships, particularly in the relationship between the public sector and the academy. The applied methodology includes the analysis of the problems to be addressed, the investigation around its causes, the main actors participating, the exchange and collection of qualitative data through expert ́s interviews and the analysis of national and international experiences on the matter.
