Abstract
Cuando se estudia la trata de personas, se enfocan carencias estatales o
actividades ilegales que contribuyen al delito; sin embargo, se ignoran relaciones
que puedan existir entre Estado y Organizaciones No Gubernamentales (ONG).
En esta línea, el presente trabajo busca cubrir ese vacío al estudiar las relaciones
entre ambos actores. En cuanto a se opta por Capital Humano y Social
Alternativo (Chs Alternativo), y el Centro de Promoción y Defensa de Derechos
Sexuales y Reproductivos (Promsex) debido a su papel en la lucha contra la trata.
La hipótesis sostenida es que el papel de las ONG influye de manera positiva en
las acciones estatales en La Pampa, debido a que cubre vacíos dejados por el
Estado. Estos vacíos encuentran su fundamento en la mediatización del delito
de trata con fines sexuales, en tanto se prioriza el rescate de víctimas que
cumplan con cierto perfil, así como la complejidad de la zona que calza en lo que
O’Donnell denomina como “zonas marrones”. Para ello, se llevará cabo la
revisión de documentos legales, artículos y entrevistas. La conclusión principal
es que las labores del estado y de las ONG se complementan en un escenario
complejo en el que se presentan varias carencias.
When studying human trafficking, state deficiencies or illegal activities that contribute to this crime are focused. However, the relationships that may exist between the State and Non-Governmental Organizations (NGOs) are ignored. In this line, the present work seeks to fill this gap by studying the relationships between both actors. Regarding NGOs, it opts for Capital Humano y Social Alternativo (Chs Alternativo), and Centro de Promoción y Defensa de Derechos Sexuales y Reproductivos (Promsex) due to their role in the fight against human trafficking. The hypothesis held is that the role of NGOs positively influences state’s actions in La Pampa because it covers the gaps left by the state. These gaps find their foundation in the mediatization of the crime of human trafficking for sexual purposes, while prioritizing the rescue of victims who meet a certain profile, as well as the complexity of the area that fits into what O'Donnell calls “brown areas " For this, the review of legal documents, articles and interviews are carried out. The main conclusion is that the work of the state and the NGOs complement each other in a complex scenario in which several deficiencies arise.
