Resumen
La presente investigación tiene por objetivo analizar la escucha como competencia del
directivo público, mediante el estudio de caso de la capa directiva que tuvo a cargo la preparación
y desarrollo de los XVIII Juegos Panamericanos y Sextos Juegos Parapanamericanos Lima 2019;
para ello, se realizó una revisión exhaustiva de la literatura académica sobre la escucha,
complementada con instrumentos de medición y análisis, manuales, modelos de gestión para
directivos públicos y el marco normativo del sistema administrativo de gestión del recurso
humano en el sector público. Esta investigación evalúa la contribución de la escucha, como
competencia directiva, en el proceso de toma de decisiones para una gestión eficaz, a cargo del
segmento directivo responsable de la preparación y desarrollo de los citados Juegos. Se utiliza
una metodología mixta enfocada en las percepciones del segmento directivo, aplicando la
encuesta Profile 2, Active – Emphatic Listening Scale (AELS) (Worthington y Bodie, 2017),
obteniendo como principal resultado la identificación de la presencia de las dimensiones
cognitivo, conductual y afectivo en la escucha del segmento directivo durante la preparación de
los referidos Juegos. Se concluye que la escucha estuvo presente como competencia directiva
en el diario gestionar de la capa directiva a cargo de la preparación de estos juegos,
contribuyendo a su éxito. A partir de este estudio de caso, se resalta la importancia de considerar
la escucha como una competencia fundamental en el perfil genérico del gerente público, dado
su impacto positivo en la toma de decisiones y el logro de resultados.
The objective of this research is to analyze listening as a competence of the public manager, through the case of study of the managerial layer that was in charge of the preparation and development of the XVIII Pan American Games and Sixth Parapan American Games Lima 2019; To this end, a comprehensive review of the academic literature on listening was conducted, complemented by measurement and analysis tools, manuals, management models for public managers, and the regulatory framework for the administrative system for human resource management in the public sector. This research evaluates the contribution of listening, as a managerial competence, in the decision-making process for effective management, in charge of the managerial segment responsible for the preparation and development of the aforementioned Games. A mixed methodology is used focused on the perceptions of the management segment, applying the Profile 2, Active – Emphatic Listening Scale (AELS) (Worthington & Bodie, 2017) survey, obtaining as the main result the identification of the presence of the cognitive, behavioral and affective dimensions in the listening of the management segment during the preparation of the aforementioned Games. It is concluded that listening was present as a managerial competence in the daily management of the managerial layer in charge of the preparation of the aforementioned Games, contributing to their success. From this case study, the importance of considering listening as a fundamental competence in the generic profile of the public manager is highlighted, given its positive impact on decision-making and the achievement of results.
