Abstract
La microcuenca Piuray, ubicada en el Cusco, es esencial para el suministro de
agua y el sostén de actividades económicas en la región. Aunque crucial,
enfrenta desafíos de gobernanza y gestión hídrica, desde sobreexplotación
hasta conflictos por acceso al agua. Esta investigación se enfoca en evaluar la
efectividad y participación en su manejo. Para ello, se analizarán los marcos
legales e institucionales que rigen la gestión hídrica en Piuray, permitiendo
entender el contexto de las decisiones. Se identificarán los actores clave y sus
roles en la toma de decisiones, evaluando cómo se han adaptado a lo largo del
tiempo. Además, se analizarán las estrategias implementadas para la
sostenibilidad hídrica en la microcuenca.
Se plantea que la gestión actual es ineficaz y poco participativa debido a la falta
de medidas preventivas, limitada participación de actores clave y conflictos por
acceso al agua. La investigación busca abordar estas deficiencias con un
enfoque interdisciplinario, involucrando a entidades gubernamentales,
comunidades locales, ONGs y el sector privado.

Despite its crucial role, it faces governance and water management challenges, ranging from overexploitation to conflicts over water access. This research focuses on evaluating the effectiveness and participation in its management. To achieve this, the legal and institutional frameworks governing water management in Piuray will be analyzed, providing an understanding of the decision-making context. Key actors and their roles in decision-making will be identified, assessing how they have adapted over time. Furthermore, strategies implemented for water sustainability in the microwatershed will be analyzed. It is argued that the current management is ineffective and lacks participation due to the absence of preventive measures, limited involvement of key actors, and conflicts over water access. The research aims to address these shortcomings through an interdisciplinary approach.
