La crisis de las DEMUNAS en la Provincia de Urubamba: Identificación de las causas por las que los niños, niñas y adolescentes no acuden a ellas a denunciar situaciones de vulnerabilidad de sus derechos

Abstract
El propósito de esta tesis es la de identificar cuáles son las causas por las que los
niños, niñas y adolescentes de Urubamba, no acuden a las DEMUNAS de sus
distritos a presentar denuncias dada la vulnerabilidad y atropello de sus derechos
durante el 2008, analizando el funcionamiento de estas en todas sus dimensiones,
con el propósito de elaborar un modelo de gestión que optimice el funcionamiento de
las mismas.
Nuestro trabajo contempla las siguientes preguntas de investigación: ¿Por qué a
pesar del impulso y promoción de las DEMUNAS a nivel nacional, las niñas, niños y
adolescentes de la provincia de Urubamba, no acuden a las DEMUNAS de sus
distritos a denunciar situaciones de vulnerabilidad de sus derechos? ¿Qué tipo de
grado de información tiene la población de Urubamba sobre las DEMUNAS? ¿Las
capacidades de gestión del servicio de los responsables de las mismas son eficientes
y dirigidos a la infancia? ¿El funcionamiento con que cuentan a nivel de procesos,
presupuestos y niveles de coordinación son eficientes?.
La promoción de los derechos de los niños, niñas y adolescentes realizada por las
DEMUNAS puede optimizarse a partir del estudio de la misma en diferentes regiones
de nuestro país, es por eso que surge esta investigación con el propósito de contribuir
con una promoción más eficiente.
Esta investigación es cualitativa y ha sido realizada en la Provincia de Urubamba,
contemplando las DEMUNAS de los distritos de Ollantaytambo, Maras,
Huayllabamba y Urubamba. Las técnicas de recolección aplicadas a la investigación
fueron, encuestas realizadas a niños, niñas, adolescentes, padres de familia y
docentes así como entrevistas a los responsables de las DEMUNAS anteriormente
mencionadas. Con estos insumos y con la revisión bibliográfica sobre el tema es que
hemos elaborado esta tesis, que esperamos pueda contribuir con la promoción
eficiente de la protección a los niños, niñas y adolescentes a través de las
DEMUNAS.
Además planteamos los siguientes objetivos específicos: conocer el tipo y grado de
información que tiene la población de Urubamba acerca de las DEMUNAS, analizar
las capacidades de gestión del servicio dirigido a la infancia de los responsables de
las DEMUNAS de la provincia de Urubamba, analizar el funcionamiento que tienen
las DEMUNAS, sus procesos, presupuestos y niveles de coordinación institucional,
para finalmente proponer un modelo de gestión que optimice el funcionamiento de
las DEMUNAS en la provincia de Urubamba.
La DEMUNA no ha sufrido cambios significativos al año 2016, se advirtió la poca
capacidad de las DEMUNAS para atender los casos, resaltando que a la fecha
contínua con la misma situación y el insuficiente apoyo recibido de las autoridades
locales.
The purpose of this thesis is to identify the reasons why the children and adolescents of Urubamba do not go to the DEMUNAS of their districts to file complaints. Given the vulnerability and violation of their rights during 2008 and analyzing the operation of these in all its dimensions, with the purpose of developing a management model that optimizes the operation of the same. Our work involves the following research questions: Why despite the impetus and promotion of the DEMUNAS at the national level, the children and adolescents of the province of Urubamba do not go to the DEMUNAS of their districts to denounce situations of vulnerability Of your rights? What type of information does the population of Urubamba have on the DEMUNAS? Are the service management capacities of those responsible for the DEMUNAS efficient and targeted to children? Does the operation they have at the level of processes, budgets and levels of coordination are efficient? The promotion of the rights of children and adolescents carried out by the DEMUNAS can be optimized from the same study in different regions of our country, that is why this research arises in order to contribute to a more efficient promotion. This research is qualitative and quantitative, and has been carried out in the Province of Urubamba, contemplating the DEMUNAS of the districts of Ollantaytambo, Maras, Huayllabamba and Urubamba. The collection techniques applied to the research were surveys of children, adolescents, parents and teachers as well as interviews with those responsible for the above-mentioned DEMUNAS. With these inputs and with the literature review on the subject, we have developed this thesis, which we hope can contribute to the efficient promotion of the protection of children through the DEMUNAS. In addition we propose the following specific objectives: to know the type and degree of information that the population of Urubamba has about the DEMUNAS, to analyze the capacities of management of the service directed to the children of those responsible for the DEMUNAS of the province of Urubamba, to analyze the Functioning of the DEMUNAS, its processes, budgets and levels of institutional coordination, to finally propose a management model that optimizes the functioning of the DEMUNAS in the province of Urubamba.
