Ineficacia del proceso de identificación de talentos deportivos en los Juegos Deportivos Escolares Nacionales

Resumen
Dentro de la Política Nacional de Actividad Física, Recreación, Deporte y Educación
Física (PARDEF), se advierte que la identificación de talento deportivo es un proceso que tiene
como fin, entre otros, aumentar la cantidad de deportistas de alta competencia en el país, y lograr,
con ello, la inclusión social y el desarrollo sostenible. Uno de los ámbitos en el que este proceso
de reconocimiento se debe desarrollar son los Juegos Deportivos Escolares Nacionales (en
adelante, JDEN). Sin embargo, a partir de la revisión de las bases de los referidos juegos, no se
especifica cómo se desarrolla el proceso de identificación de talentos deportivos y, de la consulta
realizada a los actores públicos involucrados, se advierte que ninguno de estos se hace
responsable respecto al referido proceso. Ello hace evidente que el proceso de identificación no
es eficaz en esta intervención.
En base al problema identificado, se determinó que la causa que más influye es que las
competencias deportivas no son el lugar adecuado para descubrir talentos deportivos. Esta
conclusión llevó a identificar el siguiente desafío de innovación: ¿Cómo podemos implementar el
proceso de identificación de talentos deportivos en los JDEN, a fin de que dicho proceso se
realice de manera idónea? Para ello, se revisaron experiencias internacionales, se entrevistó a
expertos y se realizó lluvia de ideas enfocada en la innovación. Ello permitió plantear la propuesta
de solución denominada “Nisqa Perú - Web para el registro de nuevos talentos deportivos
peruanos”, buscando que sea una herramienta que brinde una solución integral al problema
público identificado.
