Razones del porque existen mujeres víctimas de violencia, que no se benefician de los servicios que ofrece el CEM Huaraz – Ancash (2017-2018)

Abstract
La violencia hacia la mujer ha tomado mayor protagonismo e importancia en los
últimos años, debido a los constantes acontecimientos de violencia, que ha dejado como
consecuencia muchos casos de feminicidio.
El Programa Nacional Contra la Violencia Familiar y Sexual (PNCVFS), ahora
denominado como Programa Nacional AURORA trabaja a nivel nacional a través de los
Centros Emergencia Mujer (CEM), quienes brindan atención gratuita e interdisciplinaria a las
víctimas de violencia familiar y sexual. Sin embargo, muchas de estas mujeres, no acceden
a estos servicios.
Esta investigación permitió conocer la consistencia e integralidad de las
intervenciones del CEM Huaraz, a nivel de distrito y las acciones que toman las mujeres
víctimas de violencia. A través de estos aspectos, identificamos los factores que estarían
limitando el acceso a los servicios del CEM.
Mediante la investigación cualitativa, se obtuvo la información necesaria para
responder al porqué más de la mitad de las mujeres violentadas, no se benefician de los
servicios que ofrece el Centro Emergencia Mujer durante el periodo 2017 - 2018
El miedo en el viven sumergidas estas mujeres, la vigencia de la ideología patriarcal,
la ineficiencia del CEM y el desconocimiento de la existencia de estos servicios por parte de
la mayoría de personas; son causas de que muchas de ellas no acuden a este programa
para ser atendidas.
Finalmente, podemos concluir que la mayoría de estas víctimas no hacen uso de los
servicios del CEM, debido al trabajo limitado que este programa social desarrolla, ya que
aborda la problemática de forma parcial.
Violence towards women has taken on more prominence and importance in recent years, owing to the constant violence, which has resulted in many cases of femicide. The National Program Against Family and Sexual Violence (PNCVFS), now known as the AURORA National Program, works at the national level through the Women's Emergency Centers (CEM), who provide free and interdisciplinary care to victims of family and sexual violence. However, many of these women do not access these services. This research allowed us to know the consistency and completeness of the interventions of the Huaraz CEM, at district level and the actions taken by women victims of violence. Through these aspects, we identified the factors that would be limiting access to CEM services. Through qualitative research, the necessary information was obtained to answer why more than half of the violent women do not benefit from the services offered by the Women's Emergency Center during the period 2017 - 2018 The fear in which these women live submerged, the validity of the patriarchal ideology, the inefficiency of the EMF and the lack of knowledge of the existence if these services by the majority of people; are causes that many of them do not go to this program to be attended. Finally, we can conclude that most of these victims do not use the services of the CEM, due to the limited work that this social program develops, since it deals with the problem partially.
