SmarTur benefits: Portafolio dinámico de beneficios para mejorar la competitividad turística

Resumen
La competitividad turística en el Perú presenta espacios de mejora que el Sistema de
Aplicación de Buenas Prácticas (SABP), ejecutado por el Centro de Formación en Turismo
(Cenfotur), busca atender mediante el fortalecimiento de las capacidades de las MIPYMES
del sector. El propósito del presente proyecto de innovación es contribuir a ampliar el alcance
del SABP, que se ha mantenido limitado en el periodo estudiado, configurándose como un
problema público por inadecuado desempeño de los servicios de intervenciones públicas. En
la identificación de causas de dicho problema, se eligió la inadecuada adaptación de los
beneficios del SABP para atender efectivamente las necesidades de sus usuarios como punto
de partida de planteamiento del desafío de innovación.
Para cumplir con este fin, el prototipo de innovación SmarTur Benefits transforma la manera
en que las MIPYMES acceden y aprovechan los beneficios del SABP. Mediante un sistema
digital de recompensas dinámico basado en las calificaciones de los clientes turísticos, bajo
la lógica de la gamificación, el prototipo permite a las empresas seleccionar y combinar
beneficios, individuales y colectivos, según sus prioridades y necesidades, incentivando
mejoras en la calidad del servicio y, en consecuencia, mejorando su competitividad. Una de
las principales conclusiones es que la gamificación es herramienta útil en las innovaciones
públicas de fortalecimiento de la competitividad turística porque permite incentivar empresas,
individual y colectivamente, apoyadas por la red de actores en el territorio estratégicamente,
hacia la mejora continua de sus intervenciones, y es útil para la personalización de beneficios
de las políticas públicas.
There is room for improvement in Peru's tourism competitiveness, which the System for the Application of Best Practices (SABP), implemented by the Tourism Training Centre (Cenfotur), seeks to address by strengthening the capacities of MSMEs in the sector. The purpose of this innovation project is to contribute to broadening the scope of the SABP, which has remained limited in the period under study, becoming a public problem due to the inadequate performance of public intervention services. In identifying the causes of this problem, the inadequate adaptation of the benefits of the SABP to effectively meet the needs of its users was chosen as the starting point for the innovation challenge. To fulfil this purpose, the SmarTur Benefits innovation prototype transforms the way MSMEs access and take advantage of SABP benefits. Through a dynamic digital reward system based on the ratings of tourism customers, under the logic of gamification, the prototype allows companies to select and combine benefits, individual and collective, according to their priorities and needs, incentivising improvements in service quality and, consequently, improving their competitiveness. One of the main conclusions is that gamification is a useful tool in public innovations aimed at strengthening tourism competitiveness, since it provides incentives to companies, individually and collectively, supported by the network of actors in the territory in a strategic manner, for the continuous improvement of their interventions, and is useful for the customization of the benefits of public policies.
