Multiestrategias de difusión para captar mayor cantidad de postulantes para los procesos de selección a la EETSP-PNP (Cap. Alipio Ponce Vásquez) MEDCAP-PNP

Resumen
En los últimos años los índices de aceptación y confianza de la población en su PNP ha
disminuido del 21% en el 2022, al 19% en el 2023, paralelo a ello se ha evidenciado, tal
como lo demuestran estudios realizados, que en los últimos seis años, se ha pasado al
retiro por medida disciplinaria a 22,837 suboficiales de los cuales más de la mitad
corresponde al grado de suboficial de tercera, por la comisión de delitos como secuestro,
extorsión, violencia familiar, venta de armas, corrupción entre otros y, faltas muy graves que
fueron sancionados con la expulsión del cuerpo policial. Algunos estudios apuntan a la
deficiente formación del elemento policial, otros a una mala selección.
Se ha identificado que el problema deriva de la reducción de postulantes cada año, a los
procesos de selección de los nuevos integrantes del cuerpo policial, habiéndose detectado
que cada año existe una disminución sistemática de postulantes a la EETSP-PNP (Cap.
APV), tal es así que en año 2020 se han presentado al concurso 13,672 postulantes, en el
año 2022 se han presentado 7,752 postulantes, en el año 2023 se han presentado 5,786
postulantes y en el año 2024 se han presentado 4,673 postulantes, lo cual dificulta realizar
una buena escogida, aflojando los filtros y requisitos, incluso dejando de lado los principios
y valores que debe cultivar el futuro policía, con el fin de completar las cantidades
establecidas como objetivo para cubrir las vacantes otorgadas.
Para superar esta falencia, se propone la aplicación de un conjunto de estrategias
denominadas MEDCAP, que pretende optimizar las estrategias de difusión y captación de
postulantes para los procesos de selección a la EETSP-PNP (Cap. APV) que realiza la
OCA-DIREDDOC, para atraer mayor cantidad de postulantes y elevar el nivel competitivo
del proceso.

Parallel to this, it has been shown, as demonstrated by studies carried out, that in recent years six years, 22,837 noncommissioned officers have been retired due to disciplinary measures, of which more than half correspond to the rank of third-class non-commissioned officer, for the commission of crimes such as kidnapping, extortion, family violence, sale of weapons, corruption among others and very serious offenses that were punished with expulsion from the police force. Some studies point to poor training of the police element, others to poor selection. It has been identified that the problem derives from the reduction of applicants each year, to the selection processes of new members of the police force, having detected that each year there is a systematic decrease in applicants to the EETSP-PNP (Cap. APV), so much so that in 2020, 13,672 applicants have submitted to the contest, in 2022, 7,752 applicants have submitted, in 2023, they have submitted 5,786 applicants and in 2024, 4,673 applicants have applied, which makes it difficult to make a good choice, loosening the filters and requirements, even leaving aside the principles and values that the future police officer must cultivate, in order to complete the established quantities as an objective to fill the vacancies granted. To overcome this shortcoming, the application of a set of strategies called MEDCAP is proposed, which aims to optimize the dissemination strategies and recruitment of applicants for the selection processes for the EETSP-PNP (Cap. APV) carried out by the OCADIREDDOC. to attract a greater number of applicants and raise the competitive level of the process.
