Abstract
La presente investigación analiza el Programa de Especialización a Directivos y
Delegados (PED) de las cooperativas de ahorro y crédito (Coopac) de Norandino (Jaén,
Cajamarca), Santa María Magdalena (Huamanga, Ayacucho) y Santo Cristo de
Bagazán (Rioja, San Martín). Siendo importante mencionar que el PED logró tener en
los participantes una respuesta positiva, manifestando de forma unánime que el
contenido del programa fortaleció sus conocimientos y capacidades respecto al
desempeño de sus funciones, específicamente en la toma de decisiones.
El objetivo de la investigación es conocer la contribución del PED al fortalecimiento de
la gobernabilidad de las cooperativas de ahorro y crédito durante el 2021, analizando
las capacidades de sus participantes, las buenas prácticas de gestión en sus
cooperativas y las acciones que promueven la sostenibilidad, para proponer medidas de
mejora que fortalezcan su estrategia de intervención social, el logro de sus objetivos
institucionales y su posible réplica en otras zonas con características similares.
La gobernabilidad es uno de los grandes temas que sigue pendiente en la agenda de
nuestro país, podríamos decir en todos los niveles institucionales. Crear condiciones
favorables para la buena gobernabilidad es promover la institucionalidad que es un
factor clave para el desarrollo económico, social, ambiental y político. El sector
cooperativo no es ajeno a esta problemática.
Con los resultados de la investigación se podrá complementar la estrategia de
intervención social del PED, favoreciendo su réplica no sólo en las cooperativas de
ahorro y crédito, sino en otros sectores cooperativos o extrapolarse a nivel social en otro
tipo de instituciones sin fines de lucro. Asimismo, permitirá abrir espacios de otras
investigaciones que puedan profundizar el conocimiento del cooperativismo en nuestro
país y su relevancia como un modelo de desarrollo que requiere apoyo y promoción por
parte del Estado.
This research analyses the Programa de Especialización a Directivos y Delegados (PED) designed for board members of credit unions, and in this case, from Norandino (Jaén, Cajamarca), Santa María Magdalena (Huamanga, Ayacucho) and Santo Cristo de Bagazán (Rioja, San Martín). It’s important to emphasize that the program PED succeeded in obtaining a positive answer from its participants, they all manifested that the program strengthened their knowledge and skills regarding their responsibilities, helping the process of decision making. The purpose of this research is to identify the contribution of the PED program to strengthening governance of credit unions during 2021, analyzing the capabilities of its participants, good practices in management and actions to promote sustainability in order to propose measures to improve its strategy of social intervention, the achievement of their institutional objectives and its eventual replica in other areas. Governance is one of the great issues that is still pending on the agenda of our country, on every level. Creating favorable conditions for good governance is to promote institutionality, which is a key factor in social, economic, environmental, and political development. The credit union movement is no strange to this problematic. With the results of this research, it will be possible to complement PED’s social intervention strategy, to be applied not only in credit unions but in other cooperative areas or being applied to NGO’s. Likewise, it will open spaces for other investigations that can deepen the knowledge of cooperatives in our country and its relevance as a development model that requires support and promotion by the State.
