División de maniobras contra la minería ilegal para incrementar la eficacia y efectividad de la interdicción en la zona de amortiguamiento de la Reserva Nacional Tambopata - Madre De Dios (2019 – 2022)

Abstract
Madre de Dios es una región muy atacada por la minería ilegal. Una importante superficie de la
zona de amortiguamiento de la reserva nacional Tambopata ha sido destruida por la extracción
ilícita aurífera. Al respecto, las autoridades han actuado ineficientemente, con pocos resultados
positivos. Esto ha convertido a la lucha contra este flagelo en un problema público que requiere
de soluciones acertadas.
El presente proyecto busca abordar el problema público de la escasa eficacia y
efectividad de la interdicción en dicha área de mitigación durante 2019-2022. Para ello, propone
cuatro dimensiones para comprender este problema: la magnitud, el proceso, los actores y el
nivel de eficacia de la interdicción. En ese contexto, se estudian cinco causas que contribuyen al
incremento de dicho fenómeno. Seguidamente, se reconoce que los desafíos de innovación para
la lucha contra este fenómeno están asociados a la inadecuada gestión del recurso humano,
logístico y de dispersión de los mismos por ausencia de una División de Maniobras.
El prototipo de innovación construido implica la creación y constitución de un equipo
especial de funciones orientadas a detener y mitigar el progreso de la minería ilegal en el sector,
para cuyo efecto se realizó una constante retroalimentación con los actores involucrados al
problema público. Posteriormente, se analiza su deseabilidad, factibilidad y viabilidad. En última
instancia, se vierten las conclusiones y recomendaciones.
Madre de Dios is a region heavily attacked by illegal mining. An important surface of the buffer zone of the Tambopata national reserve has been destroyed by illicit gold extraction. In this regard, the authorities have acted inefficiently, with few positive results. This has turned the fight against this scourge into a public problem that requires appropriate solutions. This project seeks to address the public problem of the low efficiency and effectiveness of interdiction in said mitigation area during 2019-2022. To this end, it proposes four dimensions to understand this problem: the magnitude, the process, the actors and the level of effectiveness of the interdiction. In this context, five causes that contribute to the increase in this phenomenon are studied. Next, it is recognized that the innovation challenges for the fight against this phenomenon are associated with the inadequate management of human and logistical resources and their dispersion due to the absence of a Maneuver Division. The built innovation prototype involves the creation and constitution of a special team of functions aimed at stopping and mitigating the progress of illegal mining in the sector, for which purpose constant feedback was provided with the actors involved in the public problem. Subsequently, its desirability, feasibility and viability are analyzed. Ultimately, conclusions and recommendations are drawn up.
