Resumen
La presente investigación aborda el problema público de la alta deserción, y
baja graduación y titulación de los becarios de Beca 18, pues a pesar de que el
programa es una beca integral que cubre todos los costos académicos y de
sostenibilidad del becario, desde el acceso hasta la titulación, existen un número
elevado de pérdidas de becas, retraso académico, culminación de estudios que
excedan el período de la beca, o se graduarse o titularse en tiempo prolongados al
egreso.
Para afrontar este problema, en la investigación se han identificado múltiples
causas que generan esos niveles de deserción, graduación y titulación, de las cuales
las principales causas son “las dificultades de adaptación socioemocional y académica”
y el “Insuficiente seguimiento para la permanencia, graduación y titulación de los
becarios”.
En respuesta a este problema público, se sugiere una solución que ayude a
reducir las tasas de deserción educación superior y aumentar las tasas de graduación
y titulación de los becarios de Beca 18, a través de la implementación de un Programa
Integral de Adaptación Socioemocional y Académica que les permita adaptarse a la
educación superior; y la Optimización del Sistema Integral de Seguimiento al Becario,
donde estarán consignados todos los datos acerca de los becarios, lo cual permitirá
realizar un seguimiento adecuado, conforme a la necesidad de cada alumno y articular
con las IES para el soporte socioemocional y académico, en el marco de los convenios
interinstitucionales, asimismo permitirá orientar a los becarios sobre su proceso
educativo.
Además, el estudio de deseabilidad, factibilidad y viabilidad que se detallan en
este proyecto, nos brinda la evidencia de que la solución sugerida cumple con todas
las condiciones para ser ejecutada exitosamente.
This research addresses the public problem of high dropout rates and low graduation and qualifications of Beca 18 scholarship recipients, because despite the fact that the program is a comprehensive scholarship that covers all academic and sustainability costs of the scholarship recipient, from access to graduation, there are a high number of scholarship losses, academic delays, completion of studies that exceed the scholarship period, or graduating or obtaining a degree in a long time after graduation. To address this problem, multiple causes have been identified for these levels of dropout, graduation and qualification, the main causes of which are “difficulties in socio-emotional and academic adaptation” and “insufficient follow-up for the permanence, graduation and qualification of scholarship holders”. In response to this public problem, a solution is suggested to help reduce higher education dropout rates and increase graduation and degree rates for Beca 18 scholarship holders, through the implementation of a Comprehensive Socio-emotional and Academic Adaptation Program that allows them to adapt to higher education; and the Optimization of a Comprehensive Scholarship Monitoring System, where all data about the scholarship holders will be recorded, which will allow for adequate monitoring, according to the needs of each student and coordination with Heis for socio-emotional and academic support, within the framework of inter-institutional agreements, and will also allow scholarship holders to be guided on their educational process. In addition, the study of desirability, feasibility and viability detailed in this project provides us with evidence that the suggested solution meets all the conditions to be successfully implemented.
