Abstract
El estudio considera como objetivo y tema central, el reconocimiento
individualizado de las circunstancias limitantes y las contribuciones ocasionadas
por: “La Implementación del Plan de Relaciones Comunitarias en el Proyecto
Mejoramiento de la Carretera Satipo-Mazamari-División Pangoa-Puerto Ocopa,
Departamento de Junín, Provincia de Satipo durante el año 2015”. Se Analiza
objetivamente su aplicación y resultados en los actores involucrados (Estado,
población y empresariado), para proponer nuevas estrategias y herramientas
metodológicas, y su implementación adecuada en las condiciones reales del
Proyecto vial, el cual ha sido elaborado por PROVÍAS NACIONAL, Ejecutado y
Supervisado por las empresas especializadas en el rubro.
La metodología utilizada en todo el proceso es la cualitativa, sustentada en
acciones participativas directas, complementadas con estrategias
comunicacionales y territoriales, desarrolladas técnicamente de forma sencilla,
para poder replicarse como herramienta de diagnóstico y comprensión de la
problemática socio ambiental planteada, en la búsqueda de soluciones
sostenibles en conjunto, durante la ejecución de las obras civiles, proyectadas y
comprometidas socialmente con territorios de comunidades nativas y
poblaciones de colonos como el estudio de caso aquí, planteado.
El tema de la investigación por razones metodológicas y prácticas se ha dividido
en siete capítulos que presentan el primer tema, la justificación y los objetivos de
la investigación; el segundo contiene el marco teórico desarrollado, los enfoques
temáticos normativos, el marco conceptual y que rige el desempeño del sector
transporte, incluyendo las características geográficas y socioeconómicas de la
unidad de estudio.
En la tercera se resumen las pautas del diseño de la investigación; en la cuarta
presentación, se establece el análisis e interpretación de los resultados del
estudio; el quinto presenta las conclusiones y recomendaciones de la
investigación y en el sexto capítulo, desarrolla la propuesta desde la perspectiva
de la gestión social, para optimizar las capacidades de despliegue de la CRP en
el período 2016 - 2017, encaminadas a lograr un diálogo sostenible entre los
actores involucrados.
The study considers as an objective and central theme, the individualized recognition of the limiting factors that contributed to: The Implementation of the Community Relations Plan in the Project for the Improvement of the SatipoMazamari-Pangoa-Puerto Ocopa Division Highway, Junín Department, Province of Satipo during the year 2015. Its application and results in the involved actors (State, population and business) are objectively analyzed, to propose new strategies and methodological tools, and their adequate implementation in the real conditions of the road Project, which has been elaborated by Provías Nacional, Executed and Supervised by companies specialized in the field. So the research methodology is qualitative, based on direct participatory actions, complemented by communication and territorial strategies developed technically simple, to replicate, as a diagnostic tool and understanding of the socioenvironmental issues raised in the finding sustainable solutions together, for mishandling the PRC, during the execution of civil works, planned and committed socially with native community territories and settler populations as the case study here raised. The theme of research for methodological reasons and practices has been divided into seven chapter presents the first issue, the rationale and objectives of the research; the second contains the theoretical framework developed normative thematic approaches, the conceptual framework and governing the performance of the transport sector, including the geographic and socioeconomic characteristics of the study unit. In the third the research design guidelines are summarized in the fourth presentation, analysis and interpretation of the study results is established; the fifth presents the conclusions and recommendations of the investigation and in the sixth chapter, develops the proposal from the perspective of social management, to optimize the deployment capabilities of the PRC in the period 2016 - 2017, aimed at achieving sustainable dialogue between the actors involve.
