Planeamiento estratégico para la región Loreto

Abstract

En el presente trabajo se desarrolla el Plan Estratégico para la Región Loreto, situada en la zona nororiental del Perú. Este Plan ha sido acuciosamente elaborado a través del análisis de la situación actual de la región y deriva en la propuesta de una situación futura esperada para la misma. Asimismo, se ha analizado el entorno para detectar las oportunidades y amenazas y se han estudiado los factores determinantes de éxito de Loreto para identificar sus fortalezas y debilidades. Esta información ha sido analizada mediante un proceso sistémico, lógico y secuencial, haciendo uso de diversas matrices que corresponden a una metodología estructurada. El análisis tiene el propósito de definir objetivos a largo plazo, que se soportan en estrategias y que tienen puntos de control o hitos en los objetivos de corto plazo, que en conjunto canalizan la firme intención de permitir a Loreto alcanzar la visión trazada para el año 2027. De la investigación realizada se desprende que la región Loreto cuenta con un importante potencial capaz de llevarla a alcanzar una posición relevante en el índice de competitividad regional del país, para lo cual se propone basar las actividades generadoras de recursos en tres ejes principales: el sector pesquero, el turismo y el maderero. Estos tres sectores permitirán a la región generar los recursos económicos que, sumados a la generación de empleos formales, incrementarán el nivel de bienestar de la poblaciónIn the present work the Strategic Plan for the Loreto Region is developed, located in the northeastern zone of Peru. This Plan has been diligently elaborated through the analysis of the current situation of the Region that results in the proposal of a future situation expected for it. Consequently, the environment has been analyzed to detect opportunities and threats and the determining factors of Loreto's success have been analyzed to obtain their Strengths and Weaknesses. This information has been analyzed through a systemic, logical and sequential process, making use of different matrices that correspond to a structured methodology. The purpose of the analysis is to define long-term objectives, which are supported by strategies and have control points or milestones in the short-term objectives, which together have the firm intention of allowing Loreto to achieve the vision set for the year 2027. From the research carried out, it can be seen that Loreto Region has an important potential that makes it capable of achieving a relevant position in the country's regional competitiveness index, for which it is proposed to focus in the activities capable of generating resources on three main axes: the fishing industry, tourism and wood industry. These three industries will allow the Region to generate economic resources, which, added to the generation of formal jobs, will lead to an increase in the level of social welfare of the population
