Implementación de un aplicativo móvil de reporte ciudadano de incidencias delictivas denominado “RID-PNP” para enfrentar la deficiente interoperabilidad del patrullaje troncalizado en la DIVEME UNEME Centro frente a los delitos patrimoniales concurrentes

Abstract

El presente proyecto de innovación está orientado a encontrar una solución para enfrentar la ineficiente interoperabilidad del patrullaje troncalizado de la DIVEME UNEME Centro con las víctimas de los delitos patrimoniales concurrentes. Actualmente, la PNP no cuenta con una plataforma tecnológica que interoperabilice las distintas unidades policiales y la del serenazgo; esta situación genera desplazamientos innecesarios y la confluencia de varios patrulleros en una misma zona en detrimento o abandono de otros espacios de patrullaje más urgentes, afectando directamente a la seguridad ciudadana. Es por ello que, se plantea la implementación del Sistema Informático RID PNP (Reporte de Incidencias Delictivas), el cual se compone de tres elementos: RID Ciudadano, RID Tripulación y RID Monitorio. Este sistema permite interoperabilizar el patrullaje policial, conectando la información entre los patrulleros, los ciudadanos (usuarios) y el centro de monitoreo, mediante la implementación de aplicativos móviles diseñados para el reporte georeferenciado de incidencias delictivas en la ciudad. El RID PNP, a través de sus tres elementos, incorpora al ciudadano como sujeto activo en la prevención de la seguridad ciudadana. Con el sistema RID PNP, los ciudadanos podrán reportar y brindar información georreferenciada de los delitos patrimoniales concurrentes para que sean auxiliados por el patrullero más cercano de la DIVEME UNEME Centro, y con la información reportada se podrá crear herramientas tecnológicas de utilidad policial en la lucha contra la delincuencia, como mapas de calor delictual. Este proyecto permitirá afrontar con mayor efectividad a la delincuencia común e incorporar a la población como sujeto activo en la lucha contra la inseguridad ciudadana. La justificación del presente proyecto está basada en su valor teórico, utilidad práctica y relevancia social, así como en su conveniencia y en los beneficios que genera.

This innovation project is aimed at finding a solution to face the inefficient interoperability of the trunked patrol of the DIVEME UNEME Center with the victims of concurrent property crimes. Currently, the PNP does not have a technological platform that interoperates the different police units and the serenazgo; this situation generates necessary displacements and the confluence of several patrol cars in the same area to the detriment or abandonment of other more urgent patrol spaces, emerging directly to citizen security. That is why the implementation of the CIR PNP Computer System (Criminal Incident Report) is proposed, which is made up of three elements: CIR Citizen, CIR Crew and CIR Monitoring. This system makes it possible to interoperate police patrols, connecting information between patrol cars, citizens (users) and the monitoring center, through the implementation of mobile applications designed for the georeferenced report of criminal incidents in the city. The CIR PNP, through its three elements, incorporates the citizen as an active subject in the prevention of citizen security. With the CIR PNP system, citizens will be able to report and provide georeferenced information on concurrent property crimes so that they can be assisted by the closest patrol car of the DIVEME UNEME Center, and with the information reported, technological tools of police utility in the fight can be created against crime, such as crime heat maps.

This project will make it possible to tackle common crime more effectively and incorporate the population as an active subject in the fight against citizen insecurity. The justification for this project is based on its theoretical value, practical utility and social relevance, as well as its convenience and the benefits it generates.
