Resumen
El presente estudio tiene por objetivo determinar los nuevos roles a asumir por
las Fuerzas Armadas como respuesta a las amenazas multidimensionales a la
seguridad del Perú y, en su mayoría con vinculaciones globales, de carácter
delictivo, como el crimen organizado (narcotráfico, trata de personas,
contrabando, sicariato, tala ilegal, terrorismo, narcoterrorismo, minería ilegal),
crisis sociales, catástrofes naturales por causa del cambio climático, crisis
económica (post covid-19); emergencias sanitarias, como la pandemia del
covid-19, en un contexto donde no se siente la presencia del Estado (espacios
no gobernados), la ciberdelincuencia, teniendo como eje el narcoterrorismo y
como delimitación geográfica la triple frontera de Perú, Brasil y Colombia.
El estudio asimismo pretende definir las competencias a desarrollar y la
legislación pertinente que le permita a nuestras fuerzas armadas combatir o
apoyar en el combate a las nuevas amenazas “sin distraer” la tarea asignada
en la constitución.
Tratándose de problemas sociales la investigación se desarrolla
mediante la metodología del “Estudio de Casos”, tomado con sentido intrínseco,
permitiéndonos conocer esta realidad de manera particular. El enfoque
considerado es cualitativo con nivel exploratorio, recurriendo a fuentes
principalmente primarias enmarcadas con consultas en fuentes secundarias
A lo largo del estudio hemos encontrado que muchos países en diferentes
continentes han encargado operaciones militares diferentes a la guerra
tradicional a su fuerza armada adaptando sus capacidades y su legislación, así
mismo, han desarrollado competencias para adquirir efectividad y eficiencia.
The objective of this study is to determine the new roles to be assumed by the Armed Forces in response to the multidimensional threats to the security of Peru and, for the most part, with global links, of a criminal nature, such as organized crime (drug trafficking, human trafficking, smuggling, assassination, illegal logging, terrorism, narcoterrorism, illegal mining) social crises, natural disasters due to climate change, economic crisis (post covid-19) health emergencies, such as the COVID-19 pandemic, in a context where the presence of the State is not felt (ungoverned spaces) cybercrime, with narcoterrorism as its axis and the triple border or Perú, Brazil, and Colombia as a geographical delimitation. The study also aims to define the competences to be developed and the relevant legislation that allows our armed forces to combat or support in the fight against new threats “without distracting” from the task assigned in the constitution. In the case of social problems, the research is developed through the methodology of the “Case Study”, taken with an intrinsic sense, allowing us to know this reality in a particular way. The approach considered is qualitative with an exploratory level, mainly resorting to framed primary sources with queries in secondary sources. Throughout the study we have found that many countries on different continents have commissioned military operations different from traditional warfare adapting their capacities and their legislation, they have also developed skills to acquire effectiveness and efficiency.
