Estrategia frente a la falta de personal de tropa servicio militar voluntario en el Ejército del Perú que trae como consecuencia la disminución en el cumplimiento de las funciones operacionales

Abstract
El servicio militar en el Perú es voluntario siendo una problemática de los
cuarteles cuyo efecto es que estén casi vacíos y los jóvenes en edad militar
en las calles incrementan la inestabilidad de seguridad ciudadana que afecta
a la ciudadanía. Por tal motivo el comando del Ejército busca lograr una
forma de captación entre los jóvenes en edad militar tratando de mostrarlo
más atractivo para los jóvenes generalmente de escasos recursos y de
zonas alejadas del país. Por lo tanto, actualmente el servicio militar
voluntario disminuye por una deficiente difusión que beneficia a todos
aquellos que se incorporan a filas con estudios después de realizar su
servicio militar y licenciarse. La innovación del estudio radica en proponer
una manera de incrementar la captación mediante un beneficio de estudios a
los jóvenes.
Sin embargo, debemos tener en consideración que de esta manera se
puede aumentar las funciones operacionales como la ayuda técnica frente a
desastres naturales, la propuesta de mejora consiste en que a través de un
sistema de becas para estudiar carreras técnicas durante el servicio militar
durante uno o dos años consecutivos inclusive después de culminado el
servicio hasta que termine su carrera elegida de manera exclusiva, este
personal integre los batallones multipropósitos para intervenir frente a
desastres naturales, dirigido a varones y damas en edad militar, teniendo en
cuenta que las becas mencionadas nunca fueron propuestas a través del Programa Nacional de Becas, que a través de convenio contribuiría a
promover la captación de personal de servicio militar voluntariamente..
Llegando a la conclusión para mejorar las capacidades operacionales se
necesita capacitar al personal, siendo importante conocer el escenario del
riesgo y la población vulnerable, para contrarrestar las consecuencias
producto de un desastre natural y actuar en primera respuesta
implementando batallones multipropósito de intervención ante desastres
naturales.
