Resumen
La falta de agua y saneamiento es una problemática nacional. Según el Instituto Nacional de
Estadística e Informática (INEI), en el distrito de Rio Tambo, provincia de Satipo, región Junín,
el 88,9 % de la población no tiene acceso al servicio de agua potable, y el 99,02 % no cuenta
con servicios de saneamiento.
De acuerdo con el Programa de las Naciones Unidas para el Desarrollo (PNUD), la
carencia de agua y saneamiento tiene una relación directa con los niveles de pobreza, salud
y educación, ejes claves para el desarrollo de las personas. Al respecto, se observa una
mayor presencia de enfermedades diarreicas agudas (EDAS), y un impacto negativo en el
nivel educativo de la población.
El problema público en mención en el distrito de Río Tambo estaría relacionado con
tres (03) causas directas: i) la deficiente Infraestructura de la red de agua y saneamiento en
las zonas rurales, ii) la débil gobernanza multinivel de la gestión agua y saneamiento y iii) la
baja valoración de los servicios de agua y saneamiento.
Según la investigación, la que tendría mayor impacto es la débil gobernanza multinivel
de la gestión agua y saneamiento. Esto nos ha permitido plantear el siguiente desafío de
innovación: ¿cómo podemos mejorar la gobernanza multinivel del agua y saneamiento en las
zonas rurales del distrito de Río Tambo a fin de mejorar la cobertura y calidad de estos
servicios en dichas zonas? Para atender este desafío se examinaron experiencias nacionales,
así como internacionales. Posteriormente, se realizó una lluvia de ideas, que se concretó en
una propuesta de solución denominada Oritambo, el Observatorio del Agua y Saneamiento
de Río Tambo. Su versión prototipo fue testeada por gestores locales de la Municipalidad de
Río Tambo, profesionales de los sectores del MVCSS (Ministerio de Vivienda, Construcción
y Saneamiento), la Autoridad Nacional del Agua, consultores de la Central Asháninca de Río
Tambo y actores de la academia.
Se tiene proyectado desarrollar el piloto del observatorio en la Municipalidad de Río
Tambo con el objetivo de que los gestores locales cuenten con una plataforma web que
presente datos cualitativos y cuantitativos de la gestión de los servicios de agua y
saneamiento en las zonas rurales del distrito. Esto permitirá fortalecer la gobernanza y tener
un impacto directo en la mejora de la cobertura y calidad de los servicios referidos, lo que
hará posible un mejor desarrollo de la población del distrito.
The lack of water and sanitation is a national issue. According to the National Institute of Statistics and Informatics (INEI), in the district of Rio Tambo, province of Satipo, Junín region, 88.9% of the population does not have access to potable water services, and 99.02% do not have sanitation services. According to the United Nations Development Programme (UNDP), the lack of water and sanitation has a direct relationship with levels of poverty, health, and education, which are key pillars for people's development. In this regard, there is a higher incidence of acute diarrheal diseases (ADD), and a negative impact on the educational level of the population. The public issue mentioned in the district of Río Tambo would be related to three (03) direct causes: i) the deficient infrastructure of the water and sanitation network in rural areas, ii) the weak multi-level governance of water and sanitation management, and iii) the low valuation of water and sanitation services. According to the research, the one that would have the greatest impact is the weak multilevel governance of water and sanitation management. This has allowed us to pose the following innovation challenge: how can we improve the multilevel governance of water and sanitation in the rural areas of the Río Tambo district in order to enhance the coverage and quality of these services in those areas? To address this challenge, national as well as international experiences were examined. Subsequently, a brainstorming session was held, which culminated in a solution proposal called Oritambo, the Water and Sanitation Observatory of Río Tambo. Its prototype version was tested by local managers of the Municipality of Río Tambo, professionals from the MVCSS (Ministry of Housing, Construction, and Sanitation) sectors, the National Water Authority, consultants from the Asháninca Central of Río Tambo, and academic actors. It is planned to develop the pilot of the observatory in the Municipality of Río Tambo with the aim that local managers have a web platform that presents qualitative and quantitative data on the management of water and sanitation services in the rural areas of the district.
