Abstract
El presente proyecto de innovación tiene como objetivo atender la deficiente
estrategia operacional policial para neutralizar el uso de tecnología por parte de las
organizaciones criminales dedicadas a la microcomercialización digital de drogas en Lima
Metropolitana. Para ello, tras realizar una investigación de las características y causas del
problema identificado, así como de experiencias previas, se propone la implementación en la
Dirección Antidrogas de la Policía Nacional del Perú de una Sub Unidad funcional de
investigación del delito de tráfico ilícito de drogas en la modalidad de microcomercialización
digital. La investigación del problema, conceptualización del proyecto y evaluación del
prototipo demuestran que es necesario intervenir a las organizaciones criminales
relacionadas con el sistema de abastecimiento del mercado interno de drogas. En ese
sentido, la tecnificación delictiva, deficiente capacidad estatal, limitada ejecución de
programas de atención relacionados al consumo y tráfico de drogas y, sobre todo, la
inadecuada estructura organizacional, generan deficiencias en la estrategia policial frente a
esta problemática. Por ello, los componentes centrales para la ejecución del proyecto de
innovación son: i) inclusión en el organigrama de la DIRANDRO; ii) infraestructura; iii)
selección de personal, iv) equipamiento tecnológico, y v) capacitación. Por último, se
determina que el proyecto propuesto cumple los requisitos de deseabilidad y factibilidad,
contando con una viabilidad que permitiría que este se implemente en un plazo de 3 meses.
The objective of this innovation project is to address the deficient police operational strategy to neutralize the use of technology by criminal organizations dedicated to the digital micro-commercialization of drugs in Metropolitan Lima. To this end, after conducting an investigation of the characteristics and causes of the identified problem, as well as previous experiences, it is proposed the implementation in the Anti-Drug Directorate of the National Police of Peru of a functional Sub-Unit for the investigation of the crime of illicit drug trafficking in the modality of digital micro-commercialization. The investigation of the problem, conceptualization of the project and evaluation of the prototype show that it is necessary to intervene criminal organizations related to the supply system of the domestic drug market. In this sense, criminal technification, deficient state capacity, limited implementation of programs related to drug use and trafficking and, above all, inadequate organizational structure, generate deficiencies in the police strategy to address this problem. Therefore, the central components for the implementation of the innovation project are: i) inclusion in DIRANDRO's organizational chart; ii) infrastructure; iii) personnel selection; iv) technological equipment; and v) training. Finally, it is determined that the proposed project meets the requirements of desirability and feasibility, with a viability that would allow it to be implemented within 3 months.
