Abstract
Quizá no haya mejor factor crítico de éxito en las organizaciones, que la
logística y su cadena de abastecimiento; en tal sentido, la presente investigación
obedece a la necesidad institucional que tiene la Fuerza Aérea del Perú, de implementar
una estrategia institucional para optimizar la función logística; es decir, que el
abastecimiento de bienes y servicios en sus distintos ámbitos no sean regulados por
disposiciones normativas distintas y disímiles, sino que dichos dispositivos sean
integrados e interrelacionados a efectos de evitar la dispersión de esfuerzos para operar
de manera integrada y sistémica.
La Fuerza Aérea del Perú cuenta con principios de organización. Estos
principios rigen para la estructuración de las Unidades y Dependencias y se orientan a
reforzar las Capacidades Fundamentales de la Institución, de manera que se pueda
alcanzar mayores niveles de eficacia y eficiencia en el marco de la política de
modernización de la gestión del Estado, por tal motivo, la visión organizacional que se
tiene para estructurar los elementos componentes de la FAP tienen esencialmente
naturaleza sistémica, es decir, comprende un conjunto de organismos interrelacionados
que, generan sinergias favorables a los fines institucionales. Este requerimiento se hace
más importante cuando se trata del abastecimiento logístico, el cual es una actividad
funcional que demanda de un óptimo funcionamiento para atender las necesidades
institucionales y contribuir al cumplimiento de la misión.
Siendo así, en su calidad de Componente Aéreo de las Fuerzas Armadas,
la Fuerza Aérea del Perú cuenta con una estructura logística, constituida por elementos
orgánicos dedicados a la provisión del mantenimiento, abastecimiento, transporte e
infraestructura, que desarrollan capacidades de apoyo y sostenimiento de la fuerza, para
dar soporte a la preparación y desarrollo de la estructura operativa, así como para su
empleo óptimo antes y después de las operaciones y acciones; por consiguiente, es
necesario crear el Sistema Logístico de la Fuerza Aérea del Perú, al igual que se cuenta
con otros Sistemas Funcionales propios de la naturaleza y características de las
funciones asignadas a la FAP.

Thus, as an Air Component of the Armed Forces, the Peruvian Air Force has a logistic structure, consisting of organic elements dedicated to the provision of maintenance, supply, transportation and infrastructure, which develop support and maintenance capabilities for strength, to support the preparation and development of the operational structure, as well as for its optimal use before and after operations and actions; therefore, it is necessary to create the Logistic System of the Peruvian Air Force, as well as other Functional Systems typical of the nature and characteristics of the functions assigned to the FAP.
