Abstract
El presente trabajo de investigación tiene como objetivo analizar y proponer una solución
a la falta de articulación policial, para temas de conflictos mineros, respondiendo de esta
manera a una preocupación desde el punto de vista de valor público por la necesidad de
hacer frente a un problema social, identificando el problema público como: “Deficiente
articulación policial para prevenir conflictos mineros a nivel nacional”.
El capítulo uno, se caracteriza por la definición y descripción del problema a través del
flujo de la cadena de valor (insumos, procesos y productos), por cuanto corresponde a
una producción pública y de intervención estatal (PNP), y desarrolla el marco conceptual
de articulación, conflictos mineros y prevención. Asimismo, al estar relacionado la
función policial con las actividades mineras, requiere conocer cuántos conflictos mineros
existes a nivel nacional, tanto activos, latentes y pendientes, amparados en el marco
constitucional, sectorial e institucional.
En el capítulo dos, se desarrolla el árbol de problemas. Para este proyecto de innovación
se encontraron tres causas del problema: Causa 1: Inadecuada comunicación y
coordinación entre las Unidades PNP, Causa 2: Carencia de un sistema informático y
Causa 3: Falta de una guía de actuación policial para la prevención de conflictos mineros.
El capítulo tres, corresponde al diseño del prototipo final de innovación, para ello, se
analizó las tres causas del problema descritas en una matriz valorativa, identificándose
como el elemento causal que obtuvo la mayor ponderación, la causa 2: Carencia de un
sistema informático. Es en base a ello, que se analizó propuestas de mejora para la
sistematización de las informaciones sobre conflictos mineros, para lo cual se planteó el
diseño de un sistema informático denominado conflictos mineros – CONMIN, que
consiste en el almacenamiento y procesamiento de la información debidamente
estructurado.
Finalmente, el capítulo cuatro corresponde al análisis de la deseabilidad, factibilidad y
viabilidad del prototipo por medio de entrevistas y focus group con los actores
involucrados; obteniendo como resultado la aceptación total de los usuarios para su
aplicación, el cual, permitirá en primer lugar, lograr una sistematización de la información
y en segundo lugar una adecuada articulación policial comprometidos en temas de
conflictos mineros.
The present research work aims to analyze and propose a solution to the lack of police coordination, for issues of mining conflicts, thus responding to a concern from the point of view of public value for the need to face a problem social, identifying the public problem as: "Deficient police coordination to prevent mining conflicts at the national level." Chapter one is characterized by the definition and description of the problem through the flow of the value chain (inputs, processes and products), since it corresponds to a public production and state intervention (PNP), and develops the conceptual framework of articulation, mining conflicts and prevention. Likewise, since the police function is related to mining activities, it requires knowing how many mining conflicts exist at the national level, both active and latent, protected by the constitutional, sectorial and institutional framework. In chapter two, the problem tree is developed. For this innovation project, three causes of the problem were found: Cause 1: Inadequate communication and coordination between the PNP Units, Cause 2: Lack of a computer system and Cause 3: Lack ofa police action guide for the prevention of mining conflicts. Chapter three corresponds to the design of the final innovation prototype, for this, the three causes of the problem described in a value matrix were analyzed, identifying as the causal element that obtained the highest weighting, cause 2: Lack of a computer system. It is based on this, that proposals for improvement were analyzed for the systematization of information on mining conflicts, for which the design of a computer system called mining conflicts - CONMIN was proposed, which consists of the storage and processing of information properly structured. Finally, chapter four corresponds to the analysis of the desirability, feasibility and viability of the prototype through interviews and focus groups with the actors involved; Obtaining as a result the total acceptance of the users for its application, which will allow, in the first place, to achieve a systematization of the information and in the second place, an adequate police coordination involved in issues of mining conflicts.
