Resumen
El sector de las telecomunicaciones muestra grandes retos para los proveedores del
servicio móvil en el País. La oferta es muy similar entre todos ellos, lo que provoca una alta
competitividad. Y la evolución constante de la tecnología conlleva grandes inversiones con
bajo retorno. Por lo que, las empresas del sector deben buscar ventajas competitivas.
Este trabajo presenta el análisis interno y externo de una empresa de
Telecomunicaciones en Perú. Tras reuniones con las gerencias (Ver Apéndices A, B, C), se
concluyó que: “No se contempla el impacto económico en la priorización del mantenimiento
de las estaciones”, evidencia la ausencia de un método dinámico que considere dicho impacto
al priorizar los mantenimientos. Esto Impacta directamente en los objetivos estratégicos de la
compañía.
Luego de un análisis de causa raíz, se propone como solución “La implementación de
un sistema analítico en la nube, para priorizar el mantenimiento de las estaciones base
asociando el impacto económico de la falta de calidad en los servicios”. La revisión de la
literatura muestra casos de éxito similares en el sector para operadores móviles en otros países.
Por ende, se establecen las bases y fundamentos de la solución propuesta.
Se propone un plan de implementación de 11 meses. Se inicia con la adquisición de
recursos, la implementación de la arquitectura analítica de datos en la nube y culmina con el
diseño y puesta en marcha del modelo analítico. La metodología utilizada es CRISP-ML
(Cross-Industry Standard Process for Machine Learning) complementada con ciclos iterativos
durante el desarrollo del modelo (Ver Figura 33).
La inversión total del proyecto es $84,026.67. La evaluación a 5 años, financieramente,
muestra un Valor Actual Neto (VAN) de $175,314 y una Tasa Interna de Retorno (TIR) de
70.45% y socialmente un VAN de $145,151.62. Se concluye con recomendaciones a seguir
para asegurar el control y éxito de la implementación propuesta.
The telecommunications sector presents significant challenges for mobile service providers in the country. The offerings are very similar across all sectors, resulting in high competition. The constant evolution of technology entails large investments with low returns. Therefore, companies in the sector must seek competitive advantages. This paper presents an internal and external analysis of a telecommunications company in Peru. After meetings with management (see Appendices A, B, and C), it was concluded that "the economic impact is not considered in the prioritization of station maintenance," reflecting the absence of a dynamic method that considers this impact when prioritizing maintenance. This directly impacts the company's strategic objectives. After a root cause analysis, the proposed solution is: "The implementation of a cloudbased analytics system to prioritize base station maintenance by associating the economic impact of poor service quality." A literature review reveals similar success stories in the sector for mobile operators in other countries. Therefore, the foundations of the proposed solution are established. An 11-month implementation plan is proposed. It begins with resource acquisition, implementation of the data analytics architecture in the cloud, and culminates with the design and implementation of the analytical model. The methodology used is CRISP-ML (CrossIndustry Standard Process for Machine Learning), complemented by iterative cycles during model development (See Figure 33).
