Factores que limitan la efectividad de los servicios de prevención, atención y protección de la violencia de género contra las mujeres regidoras provinciales del departamento de Cajamarca, 2019-2022

Resumen
Esta investigación tuvo como objetivo, desde la perspectiva de la gerencia social,
analizar los factores que limitan o favorecen la efectividad de los servicios de
prevención, atención y protección de la violencia de género contra regidoras de
municipalidades provinciales del departamento de Cajamarca, 2019-2022. El tipo de
investigación fue cualitativo y se realizó en una muestra conformada por trece (de
veinticinco) regidoras de municipalidades provinciales y cinco regidores, de trece
provincias del departamento de Cajamarca a quienes se les aplicó una entrevista
semiestructurada. Como fuentes secundarias, se analizaron documentos
relacionados con los servicios y protocolos de los CEM, reportes del programa Aurora,
informes del MIMP, Defensoría del Pueblo y Ministerio de Economía y Finanzas
(MEF). La muestra se eligió de acuerdo a la significancia y relevancia que tenía para
la presente investigación utilizando como método de muestreo el juicio por
conveniencia y al muestreo por cuotas. Se concluye que existe una dinámica
creciente y normalizada de violencia de género contra mujeres -VGCM en su
modalidad de acoso político que no está siendo atendida por los servicios de
prevención, atención y protección de los Centros de Emergencia Mujer – CEM de las
provincias del departamento de Cajamarca; que los principales factores que han
limitado la efectividad de los servicios de prevención, atención y protección de estos
CEM en todo Cajamarca han sido los efectos y restricciones de la pandemia del
COVID-19 y, posteriormente, la falta de capacidad del Estado para ejecutar los
lineamientos de atención para mujeres víctimas de acoso político; que la lógica de
acción de los CEM de Cajamarca, en sus procesos internos (modelo de atención) y
externos (gestión articulada) no guardan coherencia con el enfoque de prevención de
la violencia de la política nacional. Además, que el acoso político afecta el
cumplimiento efectivo de las funciones de las regidoras y la imagen pública de la
importancia que tienen sus capacidades propositivas para el desarrollo territorial.

This research aimed, from a social management perspective, to analyze the factors that limit or favor the effectiveness of gender-based violence prevention, care, and protection services against female councilors of provincial municipalities in the department of Cajamarca, 2019-2022. The research was qualitative and was carried out on a sample made up of thirteen (out of twenty-five) female councilors of provincial municipalities and five male councilors, from thirteen provinces of the department of Cajamarca, who were subjected to a semi-structured interview. As secondary sources, documents related to the services and protocols of the CEMs, reports from the Aurora program, reports from the MIMP, the Ombudsman's Office, and the Ministry of Economy and Finance (MEF) were analyzed. The sample was chosen according to its significance and relevance for the present research, and the sampling methods used were convenience sampling and quota sampling. The conclusion is that there is a growing and normalized dynamic of Gender-Based Violence against Women (GBV) in the form of political harassment that is not being addressed by the prevention, care, and protection services of the Women's Emergency Centers (CEMs) in the provinces of the department of Cajamarca. The main factors limiting the effectiveness of the prevention, care, and protection services of these CEMs throughout Cajamarca have been the effects and restrictions of the COVID-19 pandemic and, subsequently, the lack of state capacity to implement the care guidelines for women victims of political harassment. The logic of action of the Cajamarca CEMs, in their internal processes (care model) and external processes (coordinated management), is inconsistent with the violence prevention approach of national policy. Furthermore, political harassment affects the effective performance of councilwomen's duties and the public image of the importance of their proactive capacity for territorial development. Recommendations are also included.
