Guía de estandarización con especificaciones técnicas de las cámaras de video vigilancia, ubicación y posicionamiento para enfrentar la ineficaz identificación facial en la sección de reconocimiento facial digitalizado de la DIRCRI-PNP de Lima Metropolitana, periodo 2017-2019

Abstract
Las estadísticas de los hechos criminales de los años 2017 al 2019,
captados en las cámaras de vídeo vigilancia de las diferentes municipalidades
de Lima Metropolitana llegaron a un total de 776 casos de solicitudes de pericias
de identificación facial, de los cuales, solamente se llegaron a resolver 28 casos,
equivalente a solo el 3.6%, por la Sección de Reconocimiento Facial Digitalizado
de la Dirección de Criminalística de la Policía Nacional del Perú (PNP). Esta
situación resulta preocupante, debido a que se van incrementando los hechos
delictivos captados por cámaras de vídeo vigilancia y que a la fecha no se han
logrado obtener resultados positivos que permitan la identificación de los
incriminados.
De este modo, se identifica como problema público a la ineficaz
identificación facial en la Sección de Reconocimiento Facial Digitalizado en Lima
Metropolitana. A partir de ello, se identificaron tres causas: la deficiente gestión
y uso de parámetros para la ubicación de las cámaras de vídeo vigilancia, la
deficiente calidad de la imagen y la inapropiada gestión de los recursos
humanos.
En ese sentido, se plantea una solución innovadora para enfrentar el
problema identificado, siendo esta la elaboración de una Guía que permita
estandarizar las especificaciones técnicas y ubicación de las cámaras de video
vigilancia, con el fin de mejorar la captura de imágenes que permita optimizar la
labor del personal de peritos que laboran en la SECREFAD-DEPBIO-DIRCRI, lo
cual contribuirá al esclarecimiento de ilícitos penales que se susciten en Lima.
The statistics of the criminal acts from the years 2017 to 2019, captured in the video surveillance cameras of the different municipalities of Metropolitan Lima, reached a total of 776 cases of requests for facial identification skills, of which only came to resolve 28 cases, equivalent to only 3.6%, by the Digitized Facial Recognition Section of the Criminalistics Directorate of the National Police of Peru (PNP). This situation is worrying, due to the fact that the criminal acts captured by video surveillance cameras are increasing and that to date no positive results have been obtained that allow the identification of the accused. In this way, ineffective facial identification in the Digitized Facial Recognition Section in Metropolitan Lima is identified as a public problem. From this, three causes were identified: poor management and use of parameters for the location of video surveillance cameras, poor image quality, and inappropriate human resource management. In this sense, an innovative solution is proposed to face the identified problem, this being the elaboration of a Guide that allows to standardize the technical specifications and location of video surveillance cameras, in order to improve the capture of images that allows optimizing the work of the expert staff who work in the SECREFAD-DEPBIO-DIRCRI, which will contribute to the clarification of criminal offenses that arise in Lima.
