Abstract
La creciente incidencia de delitos de corrupción en Lima, que ha resultado en una pérdida patrimonial significativa para el Estado peruano, destaca un problema complejo y arraigado que demanda soluciones efectivas. En este contexto, la técnica especial de videovigilancia, empleada por la Dirección Contra la Corrupción de la PNP (DIRCOCOR PNP) en las investigaciones de estos delitos durante el periodo 2020-2022, ha enfrentado desafíos críticos debido a su reducida eficacia. Este problema, atribuido principalmente a la ausencia de herramientas tecnológicas avanzadas en la gestión de información, que limita la eficiencia del personal encargado, pone de relieve la necesidad crítica de desarrollar soluciones que potencien las investigaciones por corrupción.
Ante este escenario, el proyecto "Optimización de la técnica especial de videovigilancia policial en investigaciones por delitos de corrupción efectuada por la DIRCOCOR PNP en Lima Metropolitana” surge como una solución pionera. Propone la implementación del Sistema Integrado de Videovigilancia Policial (SIVIPOL), destinado al registro, almacenamiento, procesamiento y análisis de la información obtenida mediante técnicas de videovigilancia aplicadas a investigaciones de corrupción. Este sistema busca revolucionar las investigaciones al integrar tecnologías avanzadas y análisis de datos, superando las limitaciones actuales y reforzando las capacidades investigativas y operativas de la DIRCOCOR PNP.
La implementación de SIVIPOL representa un cambio paradigmático en la lucha contra la corrupción, al ofrecer una herramienta que mejorará sustancialmente la resolución de casos facilitando la detección y persecución eficaz de actividades corruptas, contribuyendo a una mayor transparencia y rendición de cuentas en la gestión pública. Con la implementación de este sistema, se espera no solo una mejora en la resolución y eficiencia de las investigaciones policiales, sino también un avance significativo en la percepción pública de las instituciones de justicia, marcando un hito en el esfuerzo por restaurar la integridad y la confianza en el sistema judicial en la lucha contra la corrupción en Lima Metropolitana.
Además, SIVIPOL tiene como objetivo optimizar los procesos de investigación mediante un enfoque unificado y efectivo contra la corrupción. Se adapta a las dinámicas cambiantes de la criminalidad con soluciones tecnológicas escalables y flexibles. La evaluación de su deseabilidad, factibilidad y viabilidad ha demostrado un potencial significativo para revolucionar la lucha contra la corrupción asociada a la criminalidad organizada, estableciendo un marco estratégico para un combate más eficaz.
The increasing incidence of corruption crimes in Lima, which has resulted in significant patrimonial loss for the Peruvian state, highlights a complex and deep-rooted problem that demands effective solutions. In this context, the special technique of video surveillance, employed by the Anti-Corruption Directorate PNP in the investigations of these crimes during the 2020-2022 period, has faced critical challenges due to its reduced efficacy. This problem, primarily attributed to the absence of advanced technological tools in information management by the responsible personnel, underscores the critical need to develop solutions that enhance corruption investigations. In this scenario, the project "Optimization of the Special Police Video Surveillance Technique in Investigations for Corruption Crimes Conducted by DIRCOCOR PNP in Lima Metropolitana" emerges as a pioneering solution. It proposes the implementation of the Integrated Police Video Surveillance System (SIVIPOL), aimed at recording, storing, processing, and analyzing information obtained through video surveillance techniques applied to corruption investigations. This system seeks to revolutionize investigations by integrating advanced technologies and data analysis, overcoming current limitations, and enhancing the investigative and operational capabilities of DIRCOCOR PNP. The implementation of SIVIPOL represents a paradigm shift in the fight against corruption, by offering a tool that will substantially improve case resolution by facilitating the effective detection and prosecution of corrupt activities, contributing to greater transparency and accountability in public management. With the implementation of this system, an improvement in the resolution and efficiency of police investigations is expected, as well as a significant advance in the public perception of justice institutions, marking a milestone in the effort to restore integrity and trust in the judicial system in the fight against corruption in Lima Metropolitana. Additionally, SIVIPOL aims to optimize investigation processes through a unified and effective approach against corruption. It adapts to the changing dynamics of criminality with scalable and flexible technological solutions. The evaluation of its desirability, feasibility, and viability has demonstrated significant potential to revolutionize the fight against corruption associated with organized crime, establishing a strategic framework for more effective combat.
