Planeamiento estratégico para los almacenes aduaneros extraportuarios en el Puerto del Callao

Abstract

En los últimos años el Perú ha mantenido un crecimiento económico sostenido, lo que ha permitido un fuerte vínculo entre el comercio exterior y el desarrollo del país. La liberalización comercial puede contribuir a ello mediante el mejor uso de los recursos, que ofrecen la posibilidad de lograr un nivel de ingresos mayor que permita a los ciudadanos cubrir sus necesidades, asegurar sus derechos, y por lo tanto incrementar su nivel de desarrollo. La apertura comercial con inclusión tiene un efecto positivo en el crecimiento económico, el empleo, y la reducción de la pobreza. De esta manera, los facilitadores de operaciones logísticas y en particular los Almacenes Aduaneros Extraportuarios en el Perú, cumplen un rol importante en la contribución de competitividad al comercio exterior e interior en el país. El enfoque del presente trabajo es el desarrollar una propuesta estratégica que ayude a los Almacenes Aduaneros Extraportuarios en el Puerto del Callao a ser competitivos y que capitalicen mayores beneficios, al desarrollar un nuevo modelo de negocio como lo es la logística integral. A partir de un análisis preliminar, se concluye que para permitir el desarrollo de este subsector, es importante el liderazgo y trabajo de las empresas que lo conforman, así como su relación con el Estado para establecer una comunicación directa, que contribuya con un mejor entendimiento del sistema y la problemática particular que impide el desarrollo y la competitividad del país, y de trabajo conjunto. En la presente tesis se ha desarrollado un planeamiento estratégico basado en los principios del Modelo Secuencial del Proceso Estratégico, cuyas recomendaciones, conclusiones, y plan de acción disruptivo y socialmente sostenible para el subsector, podrán verse al final del presente documento

In recent years Peru has maintained sustained economic growth, which has allowed a strong link between foreign trade and the development of our country. The Foreign Fee Trade can contribute to this through better use of the country's resources, which offer us the possibility of achieving a higher level of income that allows citizens to meet their needs, secure their rights and therefore increase their level of development. Trade openness has a positive effect on economic growth, employment and poverty reduction. In this way, the facilitators of logistic operations and in particular the Warehouses Extraportuarios in Peru, play an important role in the contribution of competitiveness of the commerce in our country. The focus of the present work is to develop a strategic proposal that will help the foreign warehouses in the port of Callao to be competitive and achieve greater benefits by integrating them into a new business model such as integral logistics. Based on the preliminary analysis, it is concluded that for the development of this subsector, it is important the State's leadership and a direct communication with this private sector, which contributes to understanding clear initiatives of improvements and concrete actions that can converge in better competitiveness for this subsector. In this thesis a strategic planning has been developed based on the principles of the Sequential Strategic Process Model, whose recommendations and conclusions to achieve the desired future situation of the sector of foreign warehouses in the port of Callao, can be seen at the end of this document. Among the most relevant of the analysis carried out, it is necessary to mention that it is necessary for the Government to designate an agency that can take the lead and promote infra-structure and security development policies in the country, the creation of a private logistic focus the leaders of this sub-sector, where a disruptive and socially sustainable action plan for the subsector can be designed just to this strategic plan
