Resumen
Este proyecto tuvo como objetivo mejorar los procesos de investigación del Tráfico Ilícito de
Drogas (TID) derivadas de la cocaína cometido por Organizaciones Criminales (OC). Para ello,
se identificaron y estudiaron las dificultades y restricciones relacionadas a la investigación de
TID por OC a cargo de la División de Investigación de Tráfico Ilícito de Drogas, dependencia
de la Dirección Antidrogas (Dirandro) de la Policía Nacional del Perú. La “inadecuada
articulación de la inteligencia policial en la investigación del delito” fue la causa de mayor
puntaje, por lo cual se diseñó el reto de innovación a partir de ella. Se aplicaron de forma
secuencial tres metodologías complementarias: el Business Model Canvas, el Design Thinking
y el Elevator Pitch. Como resultado, se desarrolló TECINIT, un sistema de integración de
funciones de inteligencia a las unidades de investigación y empleo de la tecnología de la
información y comunicaciones mediante tres componentes: el primero, comprende el proceso
de integración sistemática de funciones de inteligencia a las unidades de investigación de la
Divitid-Dirandro-PNP; el segundo, propone la implementación de una plataforma tecnológica
con inteligencia artificial alineada y complementaria a la ya existente Sinictid de la Dirandro
PNP; y el tercero, esboza la variación del actual marco normativo. En conclusión, el prototipo
TECINIT llena un vacío a la necesidad de los investigadores de la Divitid-Dirandro, al
constituir el punto de partida para la mejora continua de sus departamentos de investigación.
This project aimed to improve the investigation processes of Illicit Drug Trafficking (IDT) derived from cocaine committed by Criminal Organizations (CO). To do so, the difficulties and restrictions related to the investigation of IDT by OC by the Division of Investigation of Illicit Drug Trafficking, a dependency of the Anti-Drug Directorate (Dirandro) of the National Police of Peru, were identified and studied. The "inadequate articulation of police intelligence in the investigation of crime" was the cause with the highest score, which is why the innovation challenge was designed based on it. Three complementary methodologies were applied sequentially: the Business Model Canvas, Design Thinking and Elevator Pitch. As a result, TECINIT was developed, a system for integrating intelligence functions into the investigation units and using information and communications technology through three components: the first, comprises the process of systematic integration of intelligence functions into the investigation units of the Divitid-Dirandro-PNP; The second proposes the implementation of a technological platform with artificial intelligence aligned and complementary to the already existing Sinictid of the Dirandro PNP; and the third outlines the variation of the current regulatory framework. In conclusion, the TECINIT prototype fills a gap in the needs of Divitid- Dirandro researchers, by constituting the starting point for the continuous improvement of their research departments.
