Abstract
Se propone la investigación con la finalidad de determinar las capacidades
que desarrolló el Ejército peruano durante el primer año de pandemia de COVID-
19. El aspecto metodológico del estudio responde a uno de diseño exploratorio,
ya que este tipo de estudio presenta un acercamiento inicial al problema. El tema
propuesto es el desarrollo de capacidades para la gestión de pandemias desde
un enfoque de seguridad multidimensional, en base a lo planteado la
metodología más acertada sería cualitativa. Los resultados y conclusiones para
el estudio reconocen que las capacidades que ha generado el Ejército Peruano
durante el año 2020 para hacer frente a la pandemia del COVID-19 superaron
en creces a la visión de seguridad tradicional que imperaba hasta antes del 2020
en la institución militar. La comprensión de un panorama sanitario complejo
obligó al Estado peruano a recurrir a las capacidades tradicionales de las
Fuerzas Armadas, transformando aquellas que podrían servir de apoyo a las
instituciones encargadas del orden público como la Policía.
The research is proposed to determine the capabilities developed by the Peruvian Army during the first year of the COVID-19 pandemic. The methodological aspect of the study responds to an exploratory design, since this type of study presents an initial approach to the problem. The proposed theme is the development of capacities for the management of pandemics from a multidimensional security approach, based on what has been proposed, the most accurate methodology would be qualitative. The results and conclusions for the study recognize that the capacities that the Peruvian Army has generated during the year 2020 to face the COVID-19 pandemic far exceeded the traditional security vision that prevailed until before 2020 in the military institution. The understanding of a complex health panorama forced the Peruvian State to resort to the traditional capacities of the Armed Forces, transforming those that could serve as support to the institutions in charge of public order such as the Police.
