Resumen
En la actualidad, en el Perú se pueden identificar riesgos en torno al servicio de
peritaje brindado por la PNP, lo que incrementa el alza de criminalidad en el territorio, sin
embargo, este servicio ha sido pocas veces abarcado como área de interés para los diversos
proyectos de innovación o modernización en el estado. Por esta razón, el presente trabajo
abordará el problema público de: “Deficiente servicio de peritaje grafotécnico en el
Departamento de Grafotecnia DIRCRI PNP - Lima, período 2018 – 2023”, presentando un
análisis del problema y una propuesta de proyecto que pretende brindar una solución
innovadora basada en la certificación de competencias y el uso de un simulador virtual
asistido con IA.
El servicio de peritaje grafotécnico en el Perú afronta diversos problemas entre ellos
la insuficiencia de recursos humanos especializados, infraestructura y equipamiento
obsoletos, carencias normativas y procedimentales, deficiencias en la implementación de
políticas públicas. Se revisan antecedentes nacionales e internacionales para entender el
impacto del problema y sus posibles soluciones.
Estas fallas afectan la calidad del servicio y comprometen la seguridad jurídica en
casos de falsificación de documentos y usurpación de identidad, generando impunidad y
desconfianza por parte de la ciudadanía.
Se evalúa el impacto de este problema. Se emplean análisis documentales,
entrevistas con expertos y estudios comparativos con otros países que han implementado
soluciones exitosas en este ámbito.
Se plantea una solución innovadora para afrontar el problema identificado,
proponiéndose el Modelo de Evaluación de Competencias Periciales Grafotécnicas
“PERITOPNP”, cuyos componentes son un estándar de competencia pericial grafotécnica y
un simulador virtual asistido con IA; el cual tendrá un proceso de desarrollo, entrenamiento
y ejecución que cumpla con los protocolos de consentimiento, finalidad, calidad, seguridad
y proporcionalidad establecidos en la Ley de Protección de Datos Personales (Ley N°
29733).
Con ello se espera mejorar la calidad y precisión de los peritajes Grafotécnicos,
agilizar la formación y certificación de peritos, integrar tecnología avanzada en la evaluación
para la certificación de competencias periciales grafotécnicas, así como reducir los errores
en la administración de justicia en relación a la falsificación de documentos en general.
Se concluye que la modernización del peritaje grafotécnico mediante la certificación
y el uso de tecnología avanzada es crucial para fortalecer el sistema judicial peruano. Esta
propuesta contribuirá a una mayor eficiencia, credibilidad y confianza del quehacer pericial
grafotécnico de la Policía Nacional del Perú.
Currently, in Peru, risks can be identified around the expert service provided by the Peruvian Nacional Police (PNP), which increases the rise in crime in the territory, however, this service has rarely been covered as an area of interest for the various innovation or modernization projects in the state. For this reason, this work will address the public problem of: “Deficient graphotechnical expert service in the Graphotechnical Department DIRCRI PNP – Lima, period 2018 – 2023”, presenting an analysis of the problem and a project proposal that aims to provide an innovative solution based on the certification of competencies and the use of a virtual simulator assisted with AI. The graphotechnical expert service in Peru faces various problems, including the lack of specialized human resources, obsolete infrastructure and equipment, regulatory and procedural deficiencies, and deficiencies in the implementation of public policies. National and international background is reviewed to understand the impact of the problem and its possible solutions. These failures affect the quality of the service and compromise legal security in cases of document forgery and identity theft, generating impunity and mistrust on the part of citizens. The impact of this problem is evaluated. Document analysis, interviews with experts and comparative studies with other countries that have implemented successful solutions in this area are used. An innovative solution is proposed to address the identified problem, proposing the Model for Evaluation of Graphotechnical Expert Competencies “PERITOPNP”, whose components are a graphotechnical expert competence standard and a virtual simulator assisted by AI, which will have a development, training, and execution process that complies with the protocols of consent, purpose, quality, security, and proportionality established by the Personal Data Protection Law (Law No. 29733). With this, it is expected to improve the quality and precision of graphotechnical expert reports, speed up the training and certification of experts, integrate advanced technology in the evaluation for the certification of graphotechnical expert competencies, as well as reduce errors in the administration of justice in relation to document forgery in general. It is concluded that the modernization of handwriting expertise through certification and the use of advanced technology is crucial to strengthening the Peruvian judicial system. This proposal will contribute to greater efficiency, credibility and confidence in the handwriting expertise of the Peruvian National Police.
