Factores que intervienen en la implementación de la política institucional “Intégrate a tu comunidad” en el Instituto Nacional Penitenciario: el caso del Establecimiento de Medio Libre Surquillo

Resumen
Esta investigación analiza los factores asociados a la implementación de la
política institucional “Intégrate a tu comunidad: servicio que une, trabajo que
restaura” en el Establecimiento de Medio Libre Surquillo, del Instituto Nacional
Penitenciario (INPE). Esta política, aprobada en 2019 y gestionada por la
Dirección de Medio Libre, se concibe como una estrategia para visibilizar el
cumplimiento colectivo de las penas de trabajo comunitario. El estudio considera
las perspectivas de los actores involucrados: las personas sentenciadas a
trabajos comunitarios, los trabajadores penitenciarios y los representantes de las
Unidades Beneficiarias, instituciones donde los sentenciados realizan sus
jornadas.
Las sentencias de trabajo comunitario son poco conocidas en la sociedad, lo que
genera una percepción errónea de impunidad. Este desconocimiento, sumado al
impacto de noticias sensacionalistas, incrementa la percepción de inseguridad y
la desconfianza en las instituciones. En este contexto, la política “Intégrate a tu
comunidad” se basa en un enfoque restaurativo y promueve un trabajo articulado
entre diversas instituciones para desarrollar actividades como campañas de
limpieza, pintura y arborización.
La implementación de la política incluye etapas planificadas y requiere recursos
logísticos y humanos proporcionados por la institución, lo que implica costos
presupuestales. Entre los hallazgos principales, se identificó que la convocatoria
de los sentenciados se realiza a través de medios digitales, optimizando la labor
del personal penitenciario debido a su limitado número. Sin embargo, se
evidenció que el presupuesto destinado tanto a la política como al Control de la
ejecución de las penas es insuficiente.
El estudio contribuye al campo de la gerencia social al aplicar sus principios al
ámbito penitenciario. En particular, resalta cómo la ejecución de penas
orientadas a la reinserción social requiere una gestión articulada con
instituciones públicas y privadas. Los resultados exponen las limitaciones y
oportunidades para mejorar la articulación interinstitucional, así como la gestión
institucional vinculada a la implementación de esta política.
This research analyzes the factors associated with the implementation of the institutional policy "Integrate into your community: service that unites, work that restores" at the Surquillo Open Regime Facility of the National Penitentiary Institute (INPE). This policy, approved in 2019 and managed by the Open Regime Directorate, is conceived as a strategy to make collective compliance with community service sentences visible. The study considers the perspectives of the actors involved: individuals sentenced to community work, penitentiary workers, and representatives of Beneficiary Units, institutions where the sentenced individuals carry out their duties. Community service sentences are not widely recognized in society, which generates a mistaken perception of impunity. This lack of awareness, combined with the impact of sensationalist news, increases the perception of insecurity and distrust in institutions. In this context, the "Integrate into your community" policy is based on a restorative approach and promotes coordinated work among various institutions to develop activities such as cleaning campaigns, painting, and tree planting. The implementation of the policy involves planned stages and requires logistical and human resources provided by the institution, which entails budgetary costs. Among the main findings, it was identified that the recruitment of sentenced individuals is carried out through digital means, optimizing the work of penitentiary staff due to their limited number. However, it was found that the budget allocated for both the policy and the monitoring of sentence compliance is insufficient. This study contributes to the field of social management by applying its principles to the penitentiary context. Specifically, it highlights how the execution of sentences aimed at social reintegration requires coordinated management with public and private institutions. The results reveal the limitations and opportunities for improving inter-institutional coordination as well as institutional management related to the implementation of this policy.
