Naturalización y problemas asociados a la contaminación del Río Huatanay en contextos de rururbanización

Abstract

La presente investigación se desarrolla en Saylla, distrito cusqueño a orillas del rio Huatanay, que reúne las características de un espacio rururbano, el cual básicamente se define como un espacio que, junto a su población, se dedicó exclusivamente la agricultura y en la actualidad, se está urbanizando. En este proceso, el rio sufre graves consecuencias, ya que el principal factor de contaminación es el vertido de aguas residuales provenientes de las nuevas urbanizaciones. Frente a este problema ambiental la población expresa pasividad y conformismo. Así, en la investigación se plantea como objetivo principal, conocer las diferentes respuestas y reacciones de las instituciones estatales y de los pobladores que participan como actores frente al proceso de contaminación de los espacios fluviales del rio Huatanay. El principal instrumento de recojo de información usado fue una entrevista, a través de la cual se recogió información que se analiza diferenciando dos dimensiones, la objetiva, referida al aspecto institucional y normativo; y la subjetiva que alude a los valores, estilos de vida y hábitos. El análisis resalta, el peso que tiene el aspecto subjetivo, que se expresa en la naturalización de la contaminación, y como estas actitudes contribuyen a profundizar la contaminación del rio Huatanay.

The present investigation is developed in Saylla, a district of Cusco, placed on the banks of the Huatanay River. Saylla has the characteristics of a rururban space, which is basically defined as a space and its population together, that used to dedicated exclusively to agriculture and currently,is going through an urbanization process. In this process, the river suffers serious consequences, since the main pollution factor is the discharge of wastewater comes from new urbanizations. Faced with this environmental problem, the population expresses passivity and conformism. Thus, the main objective of the research is to know the different responses and reactions from state institutions and from the residents who participate as actors in the process of Huatanay river contamination. The main instrument for collecting information was an interview. That information was analyzed in two dimensions: the objective one, referring to the institutional and regulatory aspects; and the subjective one refers on values, lifestyles and habits. The analysis highlights the weight of the subjective aspect, which is expressed in the naturalization of pollution, and how these attitudes contribute to deepening the pollution of the Huatanay River.
