Abstract
Actualmente, uno de los productos de exportación agraria de mayor impacto es el
café yes elsustento de aproximadamente 223 mil familias agricultoras. Asimismo, a nivel
mundial el Perú se encuentra dentro de los 10 países productores de café de calidad
especial, siendo de gran importancia el análisis del desarrollo del sector cafetalero a fin
de velar por su sostenibilidad en el tiempo.
Del análisis del sector, se observa que en la actualidad existe una problemática
asociada con la evaluación y aprobación de nuevos planes de negocio para el sector
cafetalero, gestionadas por el Programa de Compensaciones para la Competitividad –
AGROIDEAS, el cual se desempeña estratégicamente en pro de los negocios sostenibles
en el ámbito agrario en todo el país; toda vez, que los agricultores de las diferentes
regiones del país, manifiestan demoras en la atención de sus solicitudes de aprobación de
proyectos, así como en la entrega de la compensación no reembolsable, ocasionando
desaliento para promover nuevos proyectos de negocio que contribuyan con la
problemática de este sector, asociada a la baja productividad, calidad del producto,
mercadotecnia y en consecuencia pérdida de la rentabilidad e incremento de la pobreza
rural del presente sector cafetalero peruano. Por ello, el presente proyecto propone
cambios innovadores tanto de gestión como tecnológico, acordes con el Plan de
Modernización del Estado Peruano, para enfrentar la burocracia como factor negativo que
influye en el desarrollo de un sector cafetalero competitivo y en la implementación de un
gobierno abierto en beneficio de los medianos y pequeños agricultores:
La implantación de la Carpeta Electrónica para la Competitividad del Sector
Cafetalero – CeC@fé, que gestione las solicitudes para asociarse al programa, la mejora
continua en la gestión de los procesos y la implementación de nuevas tecnologías, para
facilitar y agilizar los trámites para la evaluación y aprobación de ideas de negocio,
garantizando con valor legal, la integridad y confidencialidad de la información
proporcionada. La implantación de la Gestión por Procesos entre los diferentes
protagonistas inmersos en la gestión del problema, a fin de simplificar los trámites y
coordinaciones. Cabe resaltar que estas intervenciones innovadoras, a nivel de
racionalización, simplificación y tecnología, disponen de factibilidad económica,
normativa y organizacional, que personifican una propuesta integradora para poder
afrontar con garantías la desarticulación administrativa yde gestión en elsector cafetalero
peruano.
Currently, coffee is considered one of the main agricultural export products, and is the livelihood of approximately 223 thousand farming families. Likewise, Peru is on the list of the 10 special quality coffee producing countries, being of great importance the analysis of the development of the coffee sector in order to ensure its sustainability over time. From the analysis of the sector, it is observed that there is currently a problem associated with the evaluation and approval of new business plans for the coffee sector, managed by the Competitiveness Compensation Program - AGROIDEAS, which strategically operates as a partner of sustainable businesses in the agricultural field throughout the country; every time, that the farmers of the different regions ofthe country, show delays in the attention of their requests for approval of projects, as well as in the delivery of the non-reimbursable compensation, causing discouragement to develop new business projects that contribute to the problem of this sector, associated with low productivity, product quality, marketing and consequently loss of profitability and increased rural poverty in the present Peruvian coffee sector. Therefore, this project proposes innovative changes in both management and technology, in accordance with the Modernization Plan of the Peruvian State, to confront bureaucracy as a negative factor that influences the development of a competitive coffee sector and the implementation of an open government. for the benefit of medium and small farmers: The implementation of the Electronic Folder for the Competitiveness of the Coffee Sector - CeC @ fé, which manages the requests to join the program, improvement of the management of processes and the implementation of new technologies, to facilitate and expedite the procedures for evaluation and approval of business ideas, guaranteeing with legal value, the integrity and confidentiality of the information provided. The implementation of the Management by Processes between the different protagonists immersed in the management of the problem, in order to simplify the procedures and coordination. It should be noted that these innovative interventions, at the level of rationalization, simplification and technology, have economic, regulatory and organizational feasibility, which embody an integrative proposal to be able to confront with guarantees the administrative and management disarticulation in the Peruvian coffee sector.
