Reducida eficacia en la investigación por los delitos contra la vida el cuerpo y la salud (homicidio por PAF) realizado por los Departamentos de Investigación Criminal-DEPINCRI de la Región Policial Callao del 2022 y 2023

Resumen
El trabajo se ha desarrollado partiendo de las dificultades que se han
revelado en los Departamentos de Investigación Criminal (denominando
DEPINCRI) de la Región Policial Callao (en adelante REGPOL Callao) respecto
a la investigación de los delitos contra la vida, el cuerpo y la salud (denominado
D/C/V/C/S) en la modalidad de homicidios por proyectil de arma de fuego (PAF)
durante los años 2022 y 2023.
Habiéndose desprendido que, en una mayor cantidad de los casos
denunciados no fueron identificados los autores de los ilícitos en mención, por el
contrario, solo en un bajo porcentaje de los casos lograron identificar a los
autores (17% de 89 denuncias en 2022 y 10% de 69 denuncias en 2023)
resultado que afectó la eficacia de dichas investigaciones.
Del análisis efectuado al problema, se denotaron cuatro causas
principales: el uso limitado de la tecnología, la capacitación insuficiente de los
investigadores, la falta de recursos humanos y una infraestructura inadecuada,
lo cual, conllevo a plantear una solución mediante la propuesta, como el
desarrollo de un sistema tecnológico innovador que facilite la identificación
inmediata de sospechosos y de esta forma, mejorar la eficacia en las
investigaciones de los delitos, materia del presente.
El sistema integrado digital con fotografía (denominado SINDIFO), es una
plataforma propuesta que permite gestionar y actualizar de forma ágil y constante
la información de los detenidos y sospechosos, lo cual, contribuirá a los
investigadores con la resolución de expedientes de homicidios por proyectil de
arma de fuego, y otros delitos, donde se denote la mayor eficacia.
El SINDIFO, se implementará sin costo alguno a la Policía Nacional del
Perú (PNP), porque se cuenta con los recursos existentes en la Dirección de
Tecnología de la Información y Comunicación (DIRTIC) de la PNP. Además, este
sistema es un prototipo deseable, factible y viable que ofrece transformar la
forma en que los investigadores gestionen y procesen la información de los
expedientes, de estar forma, mejorar significativamente la eficacia de las
investigaciones de los DEPINCRI en la Región Policial Callao.
The work has been developed based on the difficulties that have been revealed in the Criminal Investigation Departments (called DEPINCRI) of the Callao Police Region (hereinafter REGPOL Callao) regarding the investigation of crimes against life, body and health (called D/C/V/C/S) in the form of homicides by firearm projectile (PAF) during the years 2022 and 2023. It has been found that, in a greater number of the reported cases, the perpetrators of the crimes in question were not identified; on the contrary, only in a low percentage of cases were the perpetrators identified (17% of 89 complaints in 2022 and 10% of 69 complaints in 2023), a result that affected the effectiveness of said investigations. From the analysis carried out on the problem, four main causes were noted: the limited use of technology, insufficient training of investigators, lack of human resources and inadequate infrastructure, which led to proposing a solution through the proposal, such as the development of an innovative technological system that facilitates the immediate identification of suspects and in this way, improves the effectiveness of investigations of crimes, the subject of this case. The integrated digital system with photography (called SINDIFO), is a proposed platform that allows for the agile and constant management and updating of information on detainees and suspects, which will help investigators resolve cases of homicides by firearm, and other crimes, where the greatest efficiency is noted. SINDIFO will be implemented at no cost to the Peruvian National Police (PNP), because the existing resources are available in the Information and Communication Technology Directorate (DIRTIC) of the PNP. In addition, this system is a desirable, feasible and viable prototype that offers to transform the way in which investigators manage and process information from the files, thus significantly improving the effectiveness of DEPINCRI investigations in the Callao Police Region.
