Optimización de los procesos para enfrentar la deficiente gestión de provisión y mantenimiento de la flota vehicular del servicio de patrullaje de la policía nacional del Perú en Lima Metropolitana

Abstract
La seguridad ciudadana y la erradicación de la violencia, esta descrito en
el eje temático Democracia y Estado de Derecho, como una de las Políticas de
Estado del Acuerdo Nacional aprobado en marzo del 2011. Hoy, la tasa de
victimización y de la delincuencia han crecido, convirtiéndose en un problema
complejo que debe reducirse, para lograr una convivencia pacífica dentro de la
sociedad y disminuir la percepción de inseguridad ciudadana.
El Estado Peruano, para cumplir con las Políticas Públicas del Acuerdo
Nacional relacionado a la seguridad ciudadana y la erradicación de la violencia,
adquirió, de forma progresiva y en condiciones de riesgo, vehículos patrulleros
que fueron asignados a la Policía Nacional del Perú (PNP), para cumplir con sus
funciones; sin embargo, en los últimos años se ha observado que gran parte de
la flota vehicular, se encuentra inoperativa, y el problema, se viene agravando
con el correr de los años. Se ha llegado a este estado de cosas por varias
causas, entre ellas la deficiente gestión de provisión y mantenimiento de los
vehículos para los servicios de patrullaje de la PNP.
Solo con la actualización de las plantas de mantenimiento existentes y una
adecuada gestión de las mismas, sería factible la recuperación de la tercera
parte de los vehículos parados por diferentes averías. Este es el tema del
presente trabajo de optimización, que demuestra la viabilidad de la solución
propuesta, con el fin de potenciar los servicios de patrullaje de la PNP.
Citizen security and the eradication of violence, is described in the thematic axis Democracy and the Rule of Law as one of the State Policies of the National Agreement, approved in March 2011. Today, the rate of victimization and crime have grown, becoming a complex problem that must be reduced, to achieve a peaceful coexistence within society and reduce the perception of citizen insecurity. The Peruvian State, in order to comply with the Public Policies of the National Agreement related to citizen security and eradication of violence, acquired, progressively and under risky conditions, patrol vehicles that were assigned to the National Police of Peru (PNP), To fulfill its functions, however, in recent years it has been observed that a large part of the vehicle fleet is inoperative, and the problem has worsened over the years. This state of affairs has been reached for several reasons, including the deficient management of provision and maintenance of vehicles for the PNP patrol services. Only with the updating of the existing maintenance plants and their proper management, it would be possible to recover a third of the vehicles stopped due to different breakdowns. This is the subject of the present innovation work, which demonstrates the viability of the proposed solution, in order to enhance the PNP's patrol services.
