Resumen
El proyecto de investigación "Fortalecimiento del Sistema de Inteligencia Policial
para gestionar los riesgos que vulneran el libre tránsito de las personas en protestas
sociales violentas en la región Cusco, periodo 2018 a 2023”, aborda una problemática de
vulneración de este derecho por la violencia que se presenta en protestas sociales y que
es fundamental para el ejercicio de otros derechos que tienen impacto en la vida de los
ciudadanos y la gobernabilidad del país.
Se han identificado causas que contribuyen a esta situación, como las protestas
sociales que escalan en violencia y el deficiente control del orden público. Un hallazgo
clave es la limitada capacidad del Sistema de Inteligencia Policial (SIPOL) para anticipar y
responder a escenarios complejos en protestas sociales que escalan en violencia. A pesar
de contar con marcos legales, las herramientas actuales son insuficientes ante la dinámica
cambiante, proponiéndose la incorporación de estándares internacionales de gestión de
riesgos como ISO 31000, NTP-IEC/ISO 31010:2017 y metodologías como Bow-Tie, para
optimizar la producción de inteligencia.
El estudio se estructura en siete capítulos, que abordan desde el planteamiento del
problema hasta un modelo propuesto para fortalecer el SIPOL. Las conclusiones sugieren
un urgente fortalecimiento del SIPOL para prevenir los actos de violencia durante el
desarrollo de protestas sociales. Con este proyecto de investigación, a través de la salida
planteada, se busca contribuir a una solución sostenible para prevenir las acciones de
violencia en protestas sociales y garantizar el pleno ejercicio del derecho al libre tránsito
de las personas, así como la estabilidad social y económica del Perú.
The research project “Strengthening the Police Intelligence System to manage the risks that violate the free movement of people in violent social protests in the Cusco region, period 2018 to 2023, addresses a problem of violation of this right due to the violence that occurs in social protests and that is fundamental for the exercise of other rights that have an impact on the lives of citizens and the governance of the country. Causes have been identified that contribute to this situation, such as social protests that escalate into violence and the deficient control of public order. A key finding is the limited capacity of the Police Intelligence System (SIPOL) to anticipate and respond to complex scenarios in social protests that escalate into violence. Despite having legal frameworks, the current tools are insufficient in the face of changing dynamics, proposing the incorporation of international risk management standards such as ISO 31000, NTPIEC/ ISO 31010:2017 and methodologies such as Bow-Tie, to optimize intelligence production. The study is structured in seven chapters, ranging from the problem statement to a proposed model for strengthening SIPOL. The conclusions suggest an urgent strengthening of SIPOL to prevent acts of violence during social protests. This research project, through the proposed solution, seeks to contribute to a sustainable solution to prevent acts of violence during social protests and guarantee the full exercise of the right to free movement of people, as well as the social and economic stability of Peru.
