Sistema mejorado de gestión de inteligencia PI3 para enfrentar la baja producción de las secciones de inteligencia frente al alto volumen de denuncias policiales en los DEPINCRI del distrito de San Juan de Lurigancho, durante los años 2022 y 2023

Resumen
El presente documento aborda el problema público de la baja producción de
inteligencia en las Secciones de Inteligencia (SECINT) de los Departamentos de Investigación
Criminal (DEPINCRI) 1 y 2 del distrito de San Juan de Lurigancho (SJL) durante los años 2022
y 2023.
Esta baja producción se traduce en la limitada generación de productos de inteligencia
táctica, predictiva y prospectiva que permitan anticipar, mitigar o responder eficazmente al alto
volumen de denuncias e incidencia delictiva en la jurisdicción, afectando directamente la
capacidad operativa del Estado (DEPINCRI) en el distrito de San Juan de Lurigancho.
El análisis identificó causas estructurales que explican esta deficiencia, entre ellas: el
déficit y rotación constante de personal especializado, la falta de capacitación continua, las
limitaciones logísticas y tecnológicas, y la inadecuada gestión de la información,
especialmente en el uso e interoperabilidad de la Plataforma Integrada de Información e
Inteligencia (PI3).
Como solución innovadora, se propone el diseño e implementación de un prototipo de
mejora integral en la gestión de información en inteligencia policial. Este prototipo incorpora
herramientas de análisis automatizado, visualización geoespacial y estandarización de
procesos de registro, combinado con estrategias de capacitación continua y fortalecimiento
institucional.
El diseño se sustenta en metodologías como el árbol de problemas y las nueve cajas
de Osterwalder, complementado con un análisis de deseabilidad, factibilidad y viabilidad que
garantice su sostenibilidad y escalabilidad dentro de la Policía Nacional del Perú.
This document addresses the public problem of low intelligence production in the Intelligence Sections (SECINT) of the Criminal Investigation Departments (DEPINCRI) 1 and 2 of the district of San Juan de Lurigancho (SJL) during the years 2022 and 2023. This problem manifests itself in the operational inability to reduce the high incidence of crime in one of the most populated jurisdictions with the highest number of complaints in the country. Factors such as the lack of human resources, high staff turnover, lack of training, logistical and technological problems, together with inadequate information management, significantly limit the development of tactical, predictive and prospective intelligence. To respond to this problem, this project offers a holistic solution approach such as the design of a prototype capable of optimizing the processes and capabilities of the intelligence sections. Using methodologies such as the “problem tree” and “Osterwalder's nine boxes”, the causes that affect intelligence production were identified, in order of priority. With the objective of improving information management through interoperable platforms, strengthening specialized training, and stabilizing the assigned human resources, a prototype solution was designed. At the same time, an analysis of desirability, feasibility, and viability was proposed to ensure the sustainability and effectiveness of the intervention and the conclusions reached by the team.
