Propuesta de sistema de alarmas preventivas con participación ciudadana para la reducción de los delitos contra el patrimonio en el distrito de Magdalena del Mar – Lima, 2021- 2023

Resumen
El presente proyecto de innovación propone desarrollar una estrategia operacional que ayude
a la Policía Nacional del Perú (PNP) de Magdalena del Mar en colaboración con la ciudadanía
con el fin de disminuir el nivel de delitos en las zonas de mayor incidencia de hurtos y robos
en su jurisdicción.
En el Capítulo I, el problema actual y el asunto público serán definidos y descritos, así mismo,
cada una de las dimensiones y características del problema será presentada, para luego
establecer los marcos institucionales y regulatorios correspondientes al tema público elegido.
En el Capítulo II, se idéntica un grupo de problemas públicos debidamente justificados y se
elige el problema de mayor interés, para luego desarrollar conceptos clave asociados a dicho
problema, así mismo se identifica la arquitectura que consta del marco normativo, procesos
y otros elementos.
Para el Capítulo III, se hizo uso de técnicas eficientes de recopilación de información con el
fin de determinar las causas raíz del problema público, para luego, definir la estructura causal
asociada al problema mediante un análisis de causa efecto, finalizando con un diagrama de
Ishikawa.
En el Capítulo IV, se presentan varias ideas que serán puestas en evaluación para así
determinar una nueva idea que será debidamente fundamentada haciendo uso del elevator
pitch.
Dentro del Capítulo V, como consecuencia de la idea madurada del capítulo previo, se diseña
el prototipo final, el cual pasa por una etapa de testeo mediante la técnica de la encuesta con
preguntas abiertas, en consecuencia, se hicieron ajustes para presentar el prototipo final.
Finalmente, en el Capítulo VI en un primer aspecto se preguntó si los usuarios finales
realmente quieren hacer esto; como segundo aspecto, preguntaremos si este prototipo es
económicamente viable a lo largo del tiempo; y en la tercera parte, preguntaremos si la
Comisaría de Magdalena del Mar en conjunto con la Municipalidad puede ejecutar el proyecto
propuesto.
Confiamos en que este proyecto de innovación tendrá una utilidad significativa no solo para
la Comisaría de Magdalena del Mar, sino incluso, para todos los ciudadanos que residen y
transitan por este distrito. Esta propuesta de alarmas está diseñada para incrementar la
seguridad, disuadir la criminalidad y mejorar la capacidad de respuesta ante incidentes
delictivos. Además, se espera que la implementación de estas alarmas fortalezca la
colaboración entre la comunidad y las autoridades policiales, fomentando una cultura de
prevención y vigilancia compartida. Con la participación activa de los vecinos y el respaldo de
las instituciones locales, este proyecto aspira a crear un entorno más seguro y confiable,
contribuyendo al bienestar y tranquilidad de todos los habitantes de Magdalena del Mar.
This innovation project proposes to develop an operational strategy to help the Peruvian National Police (PNP) of Magdalena del Mar to reduce the level of crime in the areas with the highest incidence of theft and robbery in its jurisdiction. In Chapter I, the current problem and the public issue will be defined and described; likewise, each of the dimensions and characteristics of the problem will be presented, in order to then establish the institutional and regulatory frameworks corresponding to the chosen public issue. In Chapter II, a group of duly justified public problems is identified and the problem of greatest interest is chosen, and then key concepts associated with that problem are developed, as well as the architecture consisting of the regulatory framework, processes and other elements. For Chapter III, efficient information gathering techniques were used to determine the root causes of the public problem and then define the causal structure associated with the problem through a cause-effect analysis, ending with an Ishikawa diagram. In Chapter IV, several ideas are presented that will be evaluated in order to determine a new idea that will be duly substantiated using the elevator pitch. Within Chapter V, as a consequence of the idea matured in the previous chapter, the final prototype is designed, which goes through a testing stage by means of the survey technique with open questions, consequently, adjustments were made to present the final prototype. Finally, in Chapter VI in a first aspect we asked if the final users really want to do this; as a second aspect, we will ask if this prototype is economically viable over time; and in the third part, we will ask if the Police Station of Magdalena del Mar together with the Municipality can execute the proposed project. We are confident that this innovation project will have a significant utility not only for the Magdalena del Mar Police Station, but also for all citizens residing and transiting through this district. This community alarm system is designed to increase security, deter crime and improve the capacity to respond to criminal incidents. In addition, the implementation of these alarms is expected to strengthen collaboration between the community and police authorities, fostering a culture of prevention and shared vigilance. With the active participation of neighbors and the support of local institutions, this project aims to create a safer and more reliable environment, contributing to the well-being and peace of mind of all the inhabitants of Magdalena del Mar.
