Implementación del aplicativo móvil “ALERTA PNP” para combatir el ineficaz accionar de la Policía Nacional del Perú en materia de seguridad ciudadana en Lima Metropolitana

Abstract
La Policía Nacional del Perú tiene por mandato constitucional prestar
protección y ayuda a las personas y a la comunidad, garantizar el cumplimiento
de las leyes y la seguridad del patrimonio público y privado, así como prevenir,
investigar y combatir la delincuencia. Es por ello, que la PNP viene
implementando diversas acciones para cumplir con las funciones asignadas.
A pesar de ello, durante los últimos años, Lima Metropolitana se ha
convertido en el departamento que registra mayores índices de victimización;
asimismo, la población se siente considerablemente insegura en la mayoría de
los distritos de la capital.
En ese marco, el presente proyecto de innovación considera como
problema el ineficaz accionar de la PNP en materia de seguridad ciudadana en
Lima Metropolitana durante el periodo 2016-2018. Dicho lo anterior, y como
resultado de la aplicación de entrevistas y revisiones bibliográficas, se
identificaron 3 causas del problema, siendo la más relevante la falta de
información fiable en manos de la policía. Esto debido a la relevancia del manejo
de información adecuada para el desarrollo de las acciones policiales.
De este modo, este proyecto propone la implementación de un aplicativo
móvil y su correspondiente plataforma web. Este es un aplicativo para
emergencias y denuncias que consta de 4 botones: 1) Denunciar que se está
siendo víctima de un acto de violencia de género (cuando ya existe una medida
protección dictada por un(a) juez(a)); 2) Denunciar un hecho delictivo del que se
es testigo en ese momento, 3) Denuncia un hecho delictivo pasado y 4) Marcar
directamente el número de la Central de Emergencias de la PNP. Así se aportara
evidencia material como la geolocalización, audio y video. La propuesta se
vincula y articula eficazmente con las estrategias de prevención que desarrolla
la policía nacional para combatir la delincuencia.
The National Police of Peru has the constitutional mandate to provide protection and assistance to individuals and the community, guarantee compliance with laws and the security of public and private heritage, as well as prevent, investigate and combat crime. That is why the PNP has been implementing various actions to fulfill the assigned functions. Despite this, in recent years, Metropolitan Lima has become the department with the highest victimization rates; likewise, the population feels considerably insecure in most of the districts of the capital. Within this framework, this innovation project considers the ineffective actions of the PNP in matters of citizen security in Metropolitan Lima during the 2016-2018 period as a problem. That said, and as a result of the application of interviews and bibliographic reviews, 3 causes of the problem were identified, the most relevant being the lack of reliable information in the hands of the police. This is due to the relevance of the management of adequate information for the development of police actions. In this way, this project proposes the implementation of a mobile application and its corresponding web platform. This is an application for emergencies and complaints consisting of 4 buttons: 1) Report that you are being the victim of an act of gender violence (when there is already a protection measure dictated by a judge); 2) Report a criminal act witnessed at that time, 3) Report a past criminal act and 4) Directly dial the number of the PNP Emergency Center. This will provide material evidence such as geolocation, audio and video. The proposal is effectively linked and articulated with the prevention strategies developed by the national police to combat crime.
