El Licenciamiento institucional de un Instituto de carreras creativas en Lima: dinámica micropolítica y enfoques de calidad

Resumen
Durante los últimos años la gobernanza ha emergido como variable a la hora
de entender calidad y equidad dentro de los sistemas de educación a nivel
internacional. Perú ha buscado alinearse hacia este concepto promovido por
UNESCO a través del Licenciamiento Institucional, a cargo del MINEDU para los
Institutos de Educación Superior Tecnológica. No obstante, la paralización del
licenciamiento en el 2022 así como la actualización de las condiciones básicas de
calidad presentaron retos que los líderes y gestores tuvieron que superar. Por ese
motivo el objetivo del presente estudio ha sido analizar el licenciamiento
institucional de un Instituto de carreras creativas en Lima en función de su
procedimiento, la dinámica micropolítica y los enfoques de calidad. Usando un
enfoque cualitativo a través de un estudio de caso se ha podido abordar el problema
a partir de las percepciones de los colaboradores de una institución con una clara
peculiaridad: oferta carreras creativas. Así, este caso representó un reto para el
proceso de licenciamiento, ya que el mismo mide a todas las instituciones con
similares condiciones básicas de calidad, obviando la singularidad de los perfiles y
contenidos asociados a las humanidades, el arte y el diseño. Como parte de este
estudio se utilizó la entrevista semi estructurada realizada a 4 colaboradores de la
institución. La data que generó la investigación se analizó a través de matrices y se
procesó usando la técnica de codificación descriptiva. La investigación relevó tres
etapas predominantes dentro del procedimiento de Licenciamiento, la relevancia y
necesidad en el uso de la micropolítica para poder generar cambios en las
organizaciones, así como el enfoque de calidad interiorizado por los participantes
del estudio.
In recent years, governance has emerged as a variable when it comes to understanding quality and equity within education systems at the international level. Peru has sought to align itself with this concept promoted by UNESCO through the Institutional Licensing, in charge of MINEDU for Higher Technological Education Institutes. However, the suspension of licensing in 2022 as well as the updating of the basic quality conditions presented challenges that leaders and managers had to overcome. For that reason, the objective of the present study was to analyze the institutional licensing of a creative careers institute in Lima in terms of its procedure, micro-political dynamics and quality approaches. Using a qualitative approach through a case study, it has been possible to approach the problem from the perceptions of the collaborators of an institution with a clear peculiarity: it offers creative careers. Thus, this case represented a challenge for the licensing process, since it measures all institutions with similar basic quality conditions, ignoring the uniqueness of the profiles and contents associated with the humanities, art and design. As part of this study, a semi-structured interview with 4 collaborators of the institution was used. The data generated by the research was analyzed through matrices and processed using the descriptive coding technique. The research identified three predominant phases within the licensing process, the relevance and necessity of using micropolitics to generate change in organizations, and the quality approach internalized by the study participants.
