Abstract
El presente trabajo de investigación Valoración del Estado Organizacional - VEO,
una herramienta de autoevaluación para el Fortalecimiento de organizaciones de
productores en La Provincia de Tocache región San Martin se desarrolla con 6
organizaciones productores, cooperativas de cacao y café, para lo cual se evalúan
21 categorías y 63 indicadores, los resultados del análisis de autoevaluación permite
categorizar a las organizaciones en: precarias, en desarrollo y consolidada.
Seguidamente se implementó un plan de mejora organizacional por cada
cooperativa en base a la categorización alcanzada (precarias, en desarrollo y
consolidada), la asistencia técnica brindada por un agente externo, para este caso
DEVIDA, fue diferenciada, priorizando las demandas y necesidades de las propias
organizaciones, los especialistas de DEVIDA como agentes externos,
posteriormente, después de un año de intervención se realizó una segunda
aplicación de la herramienta VEO obteniéndose resultados alentadores en el
fortalecimiento de las organizaciones.
Es importante precisar que, los agentes externos o entes de cooperación cumplen
un rol facilitador, de apoyo en el proceso de fortalecimiento y seguimiento en la
implementación del plan de mejora, para ello, es necesario contar con profesionales
o técnicos capacitados, para atender en forma acertada y constante las demandas
de las organizaciones en las áreas de intervención.
Este proceso de autoevaluación y posterior análisis de los resultados obtenidos por
cada organización, se realizó de manera participativa, agente externo, juntas
directivas y socios de las organizaciones de productores; esta práctica lo que
pretende es que las propias organizaciones sean parte del proceso de análisis y
evaluación de su organización, de dar a conocer sus opiniones y demandas y que
no solo se recoja la opinión de la junta directiva de la organización como
regularmente se realizaba.
Entre los resultados obtenidos en la aplicación de la herramienta VEO podemos
destacar en principio que es una herramienta de autoevaluación, participativa,
involucra no solo a los integrantes de las juntas directivas de cooperativas sino
también a los socios, principales interesados en que su organización se fortalezca y
crezca de manera continua.
El plan de mejora organizacional elaborado de manera participativa sobre los
resultados obtenidos en los cinco ejes estratégicos, conducen a la generación y
fortalecimiento de capital social en las organizaciones, comprobada en el acceso a
la información, en las relaciones, en la credibilidad y confianza que generan las
organizaciones hacia el interior y el exterior de su entorno.
Se pretende demostrar con la investigación es dar conocer cómo mediante la
implementación de la herramienta VEO en seis organizaciones de productores de la
provincia de Tocache en la región San Martin, influyeron en el nivel de desarrollo y
fortalecimiento de las organizaciones de productores de cacao y café con el
asesoramiento técnico por parte de los especialistas de DEVIDA en un periodo de
un año, para lo cual analizamos las necesidades y expectativas de los principales
actores, el fortalecimiento de capacidades y la metodológica utilizada, para plantear
medidas de mejora que fortalezcan su implementación y réplica en otros ámbitos de
intervención en desarrollo alternativo por parte de DEVIDA.
El trabajo de investigación procura determinar sí las acciones realizadas por VEO
responden a las necesidades y expectativas de los principales actores, asimismo
demostrar la contribución de la herramienta VEO en el fortalecimiento de
capacidades de las organizaciones, juntas directivas y asociados.
The present research work Assessment of the Organizational State - VEO, a selfassessment tool for the Strengthening of producer organizations in the Province of Tocache, San Martin region, is developed with 6 producer organizations, cocoa and coffee cooperatives, for which 21 categories and 63 indicators are evaluated, the results of the self-assessment analysis allow categorizing organizations into: precarious, developing and consolidated. Next, an organizational improvement plan was implemented for each cooperative based on the categorization achieved (precarious, developing and consolidated), the technical assistance provided by an external agent, in this case DEVIDA, was differentiated, prioritizing the demands and needs of the organizations themselves, DEVIDA specialists as external agents, later, after a year of intervention, a second application of the VEO tool was carried out, obtaining encouraging results in strengthening the organizations. It is important to specify that external agents or cooperation entities play a facilitating role, supporting the process of strengthening and monitoring the implementation of the improvement plan, for this, it is necessary to have trained professionals or technicians, to correctly and constantly attend to the demands of the organizations in the areas of intervention. This self-assessment process and subsequent analysis of the results obtained by each organization was carried out in a participatory manner, with an external agent, boards of directors and members of the producer organizations; What this practice intends is that the organizations themselves become part of the analysis and evaluation process of their organization, to make their opinions and demands known and that not only the opinion of the organization's board of directors is collected, as was regularly done. Among the results obtained in the application of the VEO tool, we can highlight in principle that it is a participatory self-assessment tool, it involves not only the members of the cooperative boards of directors but also the partners, the main stakeholders in their organization strengthening and growing continuously. The organizational improvement plan prepared in a participatory manner on the results obtained in the five strategic axes, leads to the generation and strengthening of social capital in organizations, proven in access to information, in relationships, in the credibility and trust that organizations generate towards the interior and exterior of their environment.
