Implementación de un sistema de capacitación, selección, horarios y turnos rotativos de trabajo para el personal policial que desempeña la función de conductores policiales de vehículos patrulleros en las comisarías a nivel nacional

Abstract
En años recientes, se ha evidenciado un aumento de accidentes de tránsito
ocasionado por vehículos patrulleros a nivel nacional. En 2018 se registraron ocho
accidentes de este tipo; en 2019, catorce y en el 2020, cuarenta y siete accidentes
de tránsito ocasionado por conductores policiales. Es por ello que en el presente
trabajo se ha aborda como problema público el incremento de accidentes de tránsito
ocasionado por conductores policiales de patrulleros pertenecientes a comisarías
de la División Policial Lima Sur 2 entre los años 2018, 2019 y 2020.
A partir del análisis de la información recopilada y recogida a través de una encuesta
realizada al personal de diversas comisarías, se han identificado tres causas del
mencionado problema público, siendo estas: horas continuas de conducción del
vehículo policial sin horas de descanso establecidas; falta de experticia e impericia
por parte de los conductores policiales de vehículos patrulleros; y, falta de
capacitación y entrenamiento permanente de conductores.
Es por ello que, se propone la implementación de un sistema de capacitación,
selección y horarios de trabajo rotativos para el personal policial que desempeña la
función de conductores policiales de vehículos patrulleros en las comisarías a nivel
nacional, con la finalidad de reducir el índice de accidentes ocasionados por
conductores policiales en los vehículos patrulleros.
In recent years, there has been an increase in traffic accidents caused by patrol vehicles at the national level. In 2018, eight accidents of this type were recorded; in 2019, fourteen and in 2020, forty-seven traffic accidents caused by police drivers. That is why in the present work the increase in traffic accidents caused by police drivers of patrol cars belonging to police stations of the Lima Sur Police Division 2 between the years 2018, 2019 and 2020 has been addressed as a public problem. Based on the analysis of the information compiled and collected through a survey carried out on the personnel of various police stations, three causes of the aforementioned public problem have been identified, these being: continuous hours of driving the police vehicle without established rest hours; lack of expertise and inexperience on the part of police drivers of patrol vehicles; and, lack of qualification and permanent training of drivers. For this reason, the implementation of a training, selection and rotating work schedule system for police personnel who perform the function of police drivers of patrol vehicles in police stations at the national level is proposed, to reduce the rate of accidents caused by police drivers in patrol vehicles.
