Abstract
Este informe se centra en abordar el problema de acceso a la educación para adolescentes
migrantes en la región Tumbes, Perú. En el Capítulo 1, se define el problema y se describe el
contexto de la movilidad humana en el país, especialmente en Tumbes. Se detalla el proceso
de matrícula en el Sistema Educativo Peruano, en adelante SEP, y se identifican los actores
involucrados en enfrentar esta situación.
El Capítulo 2 examina las causas del problema, destacando las dimensiones políticasmigratorias,
sociales y económicas. Se analiza el impacto de la migración venezolana en el
panorama peruano y se profundiza en aspectos como la xenofobia, las condiciones de vivienda
y trabajo, y la disponibilidad de servicios esenciales.
En el Capítulo 3 se presenta el diseño del prototipo de innovación, centrado en mejorar el
acceso a la información sobre vacantes educativas para adolescentes migrantes en Tumbes.
Se explora el caso chileno y otras iniciativas similares, y se desarrolla una propuesta basada
en la gestión de la información para abordar el desafío.
Finalmente, el Capítulo 4 realiza un análisis de deseabilidad, factibilidad y viabilidad del
prototipo propuesto, denominado Accesicole. Se prioriza la región de Tumbes para su
implementación inicial, dada su relevancia en la ruta migratoria y la necesidad de la población
local y migrante.
En resumen, esta investigación propone una solución innovadora para mejorar el acceso a la
educación de adolescentes migrantes en Tumbes, abordando las causas subyacentes del
problema y evaluando la viabilidad de la propuesta.
This research focuses on addressing the problem of access to education between adolescent migrants in the situation of in the region of Tumbes, in Peru. Chapter 1 defines the problem and describes the context of human mobility in the country, especially in Tumbes. First, it details the enrollment process in the Peruvian Educational System (SEP) and identifies the actors involved in addressing this situation. Chapter 2 examines the causes of the problem, highlighting the political-migratory, social and economic dimensions. It analyzes the impact of Venezuelan migration on the Peruvian landscape, specially into aspects such as xenophobia, housing and working conditions, and the availability of essential services. Chapter 3 presents the design of the innovation prototype, focused on improving access to information as educational vacancies for adolescents in Tumbes. The Chilean case and other similar initiatives are explored, and a proposal based on information management is developed to address the challenge. Finally, Chapter 4 conducts a desirability, feasibility and viability analysis of the proposed prototype, called Accesicole. The region of Tumbes is prioritized for its initial implementation, given its relevance in the migratory route and the need of the local and migrant population. In summary, this research proposes an innovative solution to improve access to education for adolescent migrants in Tumbes, addressing the needs of the local and migrant population.
