Factores de Mejora de la Eficacia Escolar: el caso de una escuela pública-rural en contexto de pobreza, premiada nacional e internacionalmente por su innovación educativa

Abstract
La presente investigación se enmarca en el Movimiento de la Mejora de la Eficacia Escolar y tiene por objetivo analizar los factores organizacionales detrás del éxito de una institución educativa pública-rural que ha sido premiada a nivel nacional e internacional por su innovación educativa, a pesar de estar ubicada en un contexto desfavorecido por la pobreza y la desatención de la Administración. Por esta particularidad, el método empleado es el estudio de caso, el cual a su vez responde al enfoque cualitativo, y se operativiza a través de dos técnicas: la entrevista semiestructurada, aplicada a los directivos y docentes de la escuela; y el análisis documental, aplicado a los documentos de gestión institucional que incluyen información relevante sobre el modelo educativo innovador de la escuela (“Meta”) y sus consiguientes mejoras en los resultados de aprendizaje. La información recogida fue organizada de forma inductiva, preservando la autenticidad de las versiones de los informantes y los datos de los documentos, a la luz del diseño de la Teoría Fundamentada, para luego establecer un diálogo con el marco conceptual de la investigación, particularmente, con el Modelo Iberoamericano de Mejora de la Eficacia Escolar. Entre los resultados más relevantes, se obtiene que la escuela ha logrado trascender su situación desfavorable, principalmente, gracias a la primacía de ciertos factores y procesos internos (del centro educativo) como la innovación educativa, el liderazgo directivo, las experiencias previas de innovación, la motivación interna, el compromiso docente, el trabajo en equipo y la cultura y el clima institucional; y, también la importante influencia de ciertos factores externos (de contexto), como los estímulos e incentivos externos provenientes de las autoridades, la participación activa de la comunidad, las alianzas estratégicas y las reformas educativas, entre otros
This research is framed in the Effective School Improvement model and its goal is to analyze the organizational factors behind the success of a public-rural school that has been awarded, nationally and internationally, for its educational innovation, despite being located in a disadvantaged context by poverty and government neglect. Due to this particularity, the method used is the case study, which is related to qualitative research, and it operationalizes through two techniques: the semi-structured interview, applied to the principals and teachers of the school, and document analysis, applied to school management documents that include relevant information about its innovative educational model and its consequent improvements in learning outcomes. The information collected was organized in an inductive way, preserving the authenticity of the versions of the informants and the document data, according to the Grounded Theory, and then it establishes a dialogue with the conceptual framework of this research, particularly, with the Iberoamerican Effective School Improvement Model. Among the most relevant results, it is obtained that this school has been able to overcome its unfavorable situation, principally, due to internal factors and processes (school factors) that prevail, such as educational innovation, school leadership, previous innovation experiences, internal motivation, teacher commitment, teamworking and institutional culture and climate; and, in relation to the important influence of external factors (context factors): external stimulus and incentives from the Administration, active community participation, strategic alliances and educational reforms, etc.
