Abstract
En el Perú la actividad deportiva es regida y fomentada por el Instituto Peruano del
Deporte (IPD), el cual, de manera descentralizada, cuenta con los Consejos
Regionales de Deporte (CRD) que tiene entre sus funciones la administración de la
infraestructura deportiva y no deportiva bajo en su región; de esa manera estos son
los responsables de arrendar estos predios ya sea para eventos deportivos y no
deportivos.
En este contexto, es que se identifica al problema público como la alta incidencia de
riesgo de corrupción en el proceso de arrendamiento de la infraestructura deportiva
por parte de los CRD, a razón de diversos informes de control del OCI del IPD que
evidencian en este proceso situaciones adversas en la que no se estaría priorizando
el aspecto deportivo sino el comercial, ni cumpliendo con los requisitos, ni se estaría
realizando un adecuado uso del mismo, y que los recursos recaudados no se
estarían usando para fines institucionales.
Para afrontar este problema, entre diversas causas identificadas, dos de ellas
impactarían de manera relevante al problema público, a saber: la alta
discrecionalidad de los presidentes de los CRD y el no establecimiento de un
mecanismo específico para realizar una adecuada supervisión. Para ello, mediante
una metodología cualitativa, se plantea desde el enfoque de la gestión pública, la
propuesta de innovación denominada “Arrendamiento 360º” que plantea realizar el
proceso de arrendamiento mediante el uso de una plataforma virtual, además de
una estrategia publicitaria, propuestas que pretenden por un lado, mejorar y
transparentar el proceso y por el otro hacer de conocimiento a la población sobre la
disponibilidad de infraestructura pública para la realización de actividades
deportivas y no deportivas.
In Peru, sports activity is ruled and supported by the Peruvian Sports Institute (IPD), which, in a decentralized manner, has the Regional Sports Councils (CRD) whose functions include the management of sports and non-sports infrastructure in its region. Consequently, they are responsible for leasing these properties, whether for sporting or non-sporting events. In this context, the high incidence of corruption risk in the sports infrastructure leasing process by the CRDs has been identified as a public concern, due to various control reports from the audit office of the IPD that demonstrate adverse situations in which the commercial aspect would not be prioritized over the sporting one, nor would it comply with the requirements, nor would it be making an adequate use of the infrastructure, and that the resources collected would not be used for institutional purposes. To address this problem, among various identified causes, two of them would have a relevant impact on the public concern, specifically: the high discretion of the CRD presidents and the failure to establish a specific mechanism to carry out adequate supervision. For this, through a qualitative methodology, the innovation proposal called "360º Leasing" is proposed from the public management approach, which proposes to implement the leasing process through the use of a virtual platform, in addition to an advertising strategy. Those proposals aim, on the one hand, to improve and to make the process transparent and, on the other, to make the population aware of the availability of public infrastructure for carrying out sports and non-sports activities.
