Hacia el desarrollo de un Sistema Nacional de Seguimiento y Evaluación en el Perú: Avances y limitaciones

Resumen
El presente estudio busca identificar aquellos factores que expliquen los escasos avances
en la implementación del Sistema Nacional de Seguimiento y Evaluación en el país, a fin de
proponer medidas que permitan acelerar su progreso. Para ello, primero se profundiza en
el diagnóstico existente sobre el Sistema Nacional de Seguimiento y Evaluación y el nivel
actual de su implementación; como segundo paso identifica las causas que imposibilitan el
correcto desarrollo del Sistema Nacional de Seguimiento y Evaluación, incluyendo factores
institucionales/normativos, políticos o presupuestales y finalmente, aborda
recomendaciones sobre cuestiones clave que puedan permitir avanzar en una
implementación adecuada del Sistema Nacional de Seguimiento y Evaluación. Teniendo en
cuenta estas consideraciones, y posterior a elaborar una investigación de corte cualitativo,
(de tipo explicativo y de procesos), se afirma que el Sistema Nacional de Seguimiento y
Evaluación (SNSE) en el Perú enfrenta limitaciones significativas debido a la ausencia de una
normativa clara que regule su implementación, además de factores políticos, institucionales
y presupuestarios. Estos obstáculos han impedido su consolidación como una herramienta
estratégica en la gestión pública.
Concluye que para una reforma integral el SNSE debe contemplar una serie de ajustes
normativos, de fortalecimiento institucional, y promoción de una cultura de seguimiento y
evaluación para garantizar su efectividad. Para ello aborda una propuesta de
recomendaciones las cuales buscan superar los obstáculos políticos, técnicos y culturales
que actualmente limitan su implementación y consolidación como herramienta estratégica
para la mejora en la gestión pública y la rendición de cuentas.
This study aims to identify the factors that explain the limited progress in implementing the National Monitoring and Evaluation System in the country, in order to propose measures to accelerate its advancement. To this end, it first delves into the existing diagnosis of the National Monitoring and Evaluation System and its current level of implementation. As a second step, it identifies the causes that hinder the proper development of the National Monitoring and Evaluation System, including institutional/regulatory, political, and budgetary factors. Finally, it provides recommendations on key issues that could facilitate the adequate implementation of the National Monitoring and Evaluation System. Taking these considerations into account and following the development of qualitative research (explanatory and process-oriented), it is affirmed that the National Monitoring and Evaluation System (NMES) in Peru faces significant limitations due to the absence of clear regulations governing its implementation, in addition to political, institutional, and budgetary factors. These obstacles have prevented its consolidation as a strategic tool in public management. The study concludes that for a comprehensive reform, the NMES must include a series of regulatory adjustments, institutional strengthening, and the promotion of a culture of monitoring and evaluation to ensure its effectiveness. To achieve this, it presents a set of recommendations aimed at overcoming the political, technical, and cultural obstacles that currently limit its implementation and consolidation as a strategic tool for improving public management and accountability.
