Rediseño académico del Diplomado de Mayores en Asesoramiento y Estado Mayor de la Escuela de Posgrado de la Policía Nacional del Perú en Lima durante el periodo 2018-2021

Abstract
El proyecto de innovación identifica un problema público que se manifiesta por la necesidad de
optimizar el nivel de perfeccionamiento policial dirigido al personal de Oficiales del grado de
Mayor, quienes se encuentran en la línea media de su carrera y desempeñan cargos relevantes
en la institución; basados en que el interés público, no se encuentra alineado con los fines del
proyecto educativo, que deriva en una progresiva deficiente formación policial.
La investigación identifica al Diplomado de Mayores (DIPOM) de la Escuela de Posgrado
de la Policía Nacional del Perú (ESCPOGRA-PNP) como un elemento de alto impacto en la
formación de estos actores, cuya solución plantea el rediseño académico, a partir de la
subsanación de las insuficiencias, omisiones y superposiciones del contenido curricular
relacionado al plan de estudios, perfil profesional, rol de actores y modelo educativo. El modelo
por competencias, es transversal a todo el rediseño, constituyéndose en la pieza fundamental de
innovación que facilita integrar y adecuar los requerimientos del cargo y las necesidades
institucionales.
Para evidenciar la problemática se utilizó la metodología de tipo cualitativa. Las causas
determinadas en el estudio fueron validadas a partir de trabajo de campo mediante el uso de
técnicas de entrevista y análisis documental. La propuesta de innovación busca mejorar el nivel
de perfeccionamiento policial de los mayores policías y optimizar sus capacidades, cumpliéndose
los criterios de deseabilidad, factibilidad y viabilidad para su implementación.
The innovation project identifies a public problem that is manifested by the need to optimize the level of police training aimed at officers of the rank of Major, who are in the middle line of their career and hold relevant positions in the institution; based on the fact that the public interest is not aligned with the purposes of the educational project, which results in a progressively deficient police training. The research identifies the Senior Diploma (DIPOM) of the Graduate School of the National Police of Peru (ESCPOGRA-PNP) as an element of high impact on the training of these actors, whose solution proposes the academic redesign, from the correction of the inadequacies, omissions and overlaps of the curricular content related to the curriculum, professional profile, role of actors and educational model. The competency-based model is transversal to the entire redesign, constituting the fundamental piece of innovation that facilitates the integration and adaptation of the requirements of the position and the institutional needs. A qualitative methodology was used to demonstrate the problem. The causes determined in the study were validated from field work through the use of interview techniques and documentary analysis. The innovation proposal seeks to improve the level of police training of senior police officers and optimize their capabilities, meeting the criteria of desirability, feasibility and viability for its implementation.
