Acción afirmativa denominada Programa “Hablan las candidatas” con cobertura en los medios de comunicación para enfrentar la alta subrepresentación de autoridades mujeres electas en las elecciones subnacionales en Cajamarca

Abstract
Las últimas elecciones subnacionales de los años 2010, 2014 y 2018, en el
Perú los hombres ocuparon el 80% de los cargos provenientes de elección popular vs
las mujeres que apenas consiguieron un 20%. En dichas elecciones, la región
Cajamarca no eligió a ninguna gobernadora regional. El 80% de los miembros del
consejo regional fueron hombres y el 20%, mujeres. Tampoco se eligió a ninguna
alcaldesa provincial frente a los 39 alcaldes provinciales. El 77% de miembros del
concejo provincial fueron hombres y un 23%, mujeres. Solo se eligió a 4 alcaldesas
distritales frente a los 326 alcaldes distritales. Por último, el 76% de miembros del
concejo distrital fueron hombres y el 24%, mujeres.
De manera que, con la presente investigación se busca mitigar el problema
público de la subrepresentación de las mujeres como autoridades electas en las
elecciones subnacionales en Cajamarca, cuyas causas son múltiples. Entre las cuales,
se tiene el machismo existente en la sociedad de Cajamarca producto de la estructura
patriarcal, la autoexclusión de las mujeres, la exclusión de las mujeres por las
organizaciones políticas, la cobertura mínima de los medios de comunicación a las
candidatas debido a que no cuentan con recursos económicos y el reducido
financiamiento público dirigido a las mujeres en sus campañas electorales.
El presente estudio pretende que, a través de una acción afirmativa en los
medios de comunicación, como es el programa “Hablan las candidatas”, se permita
visibilizar a las candidatas y sus propuestas mediante entrevistas producidas por el
canal JNETV del Jurado Nacional de Elecciones (JNE), las que luego serán
retransmitidas por los canales aliados, previos convenios, a toda la región Cajamarca.
Se revisaron las bases de datos de InfoGob del JNE, así como revistas académicas y
se realizaron entrevistas a candidatas, servidores del JNE, expertas en la materia y
periodistas de Cajamarca. Con esta iniciativa, se pretende elevar la cobertura de los
medios de comunicación a las candidatas y así contribuir en nivelar las oportunidades
que deben tener los hombres y mujeres cuando participan en una contienda electoral
en virtud del principio de igualdad entre los candidatos.
In the subnational elections of Cajamarca’s region (regional, provincial, municipal and district municipal) of the year 2010, 2014 and 2018, there was no regional governor elected. The 80% of the members of the council members were men and just about the 20%, women. Plus, no women provincial mayor was elected of the 39 elected provincial mayors. Lastly, 76% of elected district council members were men and only 24% were women. The current investigation seeks for mitigate the public issue of the underrepresentation of women as elected authorities in the subnational elections, the causes are multiples. We hope to achieve our purpose through the study of an affirmative actions in the media of Cajamarca region named “The candidates speak”, which makes it possible to make the candidates and their proposals visible through interviews produced by the JNETV channel, which belongs to the National Jury of Elections, which will be broadcast by allied channels through agreements to the entire Cajamarca region and on their social networks. To carry out this project, the InfoGob databases of the National Elections Board were reviewed, as well as academic journals on electoral matters, and interviews were conducted with candidates, servers of the National Elections Board, experts in the field, and journalists from Cajamarca. With this initiative, it is intended to increase the coverage that the media provide to the problem of women's participation in politics and contribute to leveling the opportunities in an electoral contest against male candidates by virtue of the principle of equality between men and women that look to be elected as authorities in their localities. Our objective is to contribute to the formation of a parity democracy, which is so needed in our society.
