Abstract
En mayo de 2020, a raíz del inicio de la pandemia de la Covid19, por primera vez el Estado
peruano decidió otorgar incentivos monetarios a los portadores del patrimonio inmaterial,
que fueron canalizados por mediación del MINCUL.
Durante el otorgamiento de estos apoyos, se identificó un inadecuado diseño del proceso
que derivó en una ineficiencia en la gestión de recursos e ineficacia en la entrega de estos
incentivos. En tal sentido, el presente proyecto tiene como problema identificado el
inadecuado diseño de los apoyos económicos a los portadores del patrimonio inmaterial
brindados por el MINCUL en el Perú, durante 2020-2021.
Para evidenciar las dimensiones y posibles causas del problema identificado utilizamos
entrevistas semiestructuradas (método cualitativo) a servidores públicos y beneficiarios, así
como revisión bibliográfica. Como resultado de ello, identificamos como la causa más
relevante del problema la ausencia de enfoque intercultural en el proceso de entrega de
tales incentivos a los portadores.
Con base en ello, desarrollamos el prototipo de innovación denominado “Sistema Integrado
de Ejecución y Seguimiento del Proceso de Entrega de Apoyos a los Portadores del
Patrimonio Inmaterial con Pertinencia Cultural”, cuya finalidad es garantizar la aplicación
del enfoque transversal de interculturalidad en el proceso de entrega de apoyos económicos
brindados por el MINCUL a los portadores del patrimonio inmaterial. La propuesta estaría a
cargo de la DGPC y la DPI del MINCUL.
In May 2020, due to beginning of the Covid19 pandemic, for the first time the Peruvian State decided to grant financial incentives to bearers of intangible heritage, which was channeled through the MINCUL. During the granting of these supports, an inadequate design of the process was identified, which led to inefficiency in the management of resources and ineffectiveness in the delivery of these incentives. In this sense, the problem identified in this project is the inadequate design of the economic support for bearers of intangible heritage provided by MINCUL in Peru, during 2020-2021. To demonstrate the dimensions and possible causes of the identified problem, we used semi-structured interviews (qualitative method) with civil servants and beneficiaries, as well as a bibliographic review. As a result, we identified the absence of an intercultural approach in the process of delivering financial support as the most relevant cause of the problem. Based on this, we developed the innovation prototype called "Integrated System for the Execution and Monitoring of the Support Delivery Process for Bearers of Intangible Heritage with Cultural Relevance", whose purpose is to guarantee the intercultural approach in the process of delivering economic support provided by the MINCUL to bearers of intangible heritage. The proposal would be in charge of the General Directorate of Cultural Heritage and the Directorate of Intangible Heritage of the MINCUL.
